ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP APRIL 27, 1993 Amendment to City's Thoroughfare Plan PAGE ° To maintain LOS C (Level of Service C) on west side, developers have demonstrated the need for the Exchange Extension ° Grade separation at SH 121 is an issue to be decided later in consultation with neighboring jurisdictions—roadway capacity is needed with or without the overpass ° Proposal includes, as required for LOS C, eight lanes at both US 75 and SH 121 with six lanes in between and SRA median cut limits ° Proponents have verbally committed to assist in working with other entities for SH 121 grade separation The impact of all adjacent property owners from Alma Drive to SH 121 with the extension of Exchange Approval by Council requires incurring additional costs as well as enforcing requirements on property owners not a part of this proposal which is necessary to maintain LOS C Final design of the golf course to be addressed by Council through site planning process o Proposal has been altered by proponents to include a minimum of 150 feet of land dedicated (owned) to the City on each side of Rowlett Creek As proposed, this amendment removes responsibility of developer to design or construct the hike and bike trail Reconfigured golf course removes all golf holes from inside of west Rowlett Creek With this amendment, developer no longer required to bring forward a site plan as contained in Planning and Zoning recommendation Facilities Agreement imposed upon developer Developer wants assurances that if federal or state funding is received for any of the thoroughfares, they will be relieved of financial responsibility or reimbursed for all but the local share Developer has not committed to accelerate construction on our thoroughfares There is not currently an enforceable statement in the proposal that a golf course will be built at time of construction EE'; Proponent has agreed to prepare more precise wording to address this issue to our satisfaction as long as they have some flexibility because of weather or other uncontrollable delay factors ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP APRIL 27, 1993 PAGE 3 Richard Ferrara, Richard Ferrara Architect, Inc., suggested the following wording to be included in the proposal: "The golf course be completed within thirty months from the date of approval of the Phase I Plat." The proponent discussed the several issues dealing with park dedication. Richard Ferrara revealed and discussed a new park dedication concept plan with the Council and indicated that the earlier 28 -acre private park would be divided into part private/part public with the public area to include two soccer fields and two lighted ball fields including parking, irrigation and landscaping. The proponents also discussed the Baptist Encampment adjacent to several small park dedications in the proposal. Negotiations are being made regarding this piece of property. The proponents suggested the newly revealed 11 -acre public park site would satisfy 1,545 units according to the park dedication ordinance with 2,505 remaining at $130 per unit which would be approximately $325,000. Discussion was held regarding credit being given to the proponents for the actual construction of the hike and bike trails along Rowlett Creek and Watters Branch and the ballfields' cost of construction. It was also agreed that if the proponents were unsuccessful in attempts to address the Baptist Encampment property, the three parks adjacent to that area would be readdressed and a solution worked out with the City and the proponents. Discussion was held regarding the timing and the cost of the community park area option. At the present time, there is a seven-year time limit or when Exchange is under construction. Comprehensive Plan density issues Agreement was reached on this item between proponents and the City Private club by right Council felt this was appropriate Discussion was held regarding the limitation placed on the density of hotels. Council will review this item and bring forth a recommendation to be included in documents at the May 6 meeting along with any other changes. Council requested from Staff more complete dollar figures with regard to the park dedication fee trade- off. Also, to be reviewed is wordage regarding contingency on parks adjacent to the Baptist Encampment if negotiations fail. It was felt that the construction timing of McDermott Road will be a major issue in the future with the planning of this development. It was also suggested that the commercial/industrial area of this development be pursued very intently Items of Interest to the Council (Agenda Item III) IThere were no items of interest to the Council. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP APRIL 27, 1993 Adwourn PAGE 4 (Agenda Item IV) MOTION: Upon a motion made by Councilmember Nichols and seconded by Councilmember Bishop, the Council voted seven (7) for and none (0) opposed to adjourn the special called workshop of the Allen City Council at 9:22 p.m., on Tuesday, April 27, 1993.
