Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:32 p.m. on Tuesday, July 10, 2018, in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas.
1. Introduction of Tricia Losavio, Chairperson of Parks & Recreation Board and Steve Benson,
Chairperson of the Public Art Committee.
2. Briefing Regarding Proposed Amendments to the Allen Land Development Code (ALDC) and
the Code of Ordinances.
3. Briefing Regarding Proposed Signage for the Allen Event Center.
4. Committee Updates from City Council Liaisons.
5. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:03 p.m. on

order by Mayor Terrell at 7:06 p.m. on Tuesday, July 10, 2018, in the Council Chambers of the Allen City Hall,
305 Century Parkway, Allen, Texas.

MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich,
the Council voted six (6) for and none (0) opposed to adopt all items on the Consent Agenda
as follows:
5. Approve Minutes of the June 25, 2018, Special Called Meeting of the Allen City Council to
Canvass of the General Election held on June 16, 2018.
6. Approve Minutes of the June 26, 2018, Regular Meeting.
7. Authorize the City Manager to Purchase Nutanix Hyperconverged Infrastructure for the Data
Center from EST Group through the BuyBoard Cooperative Purchasing Agreement for an
Amount of $249,491.
8. Adopt a Resolution Amending the City's Investment Policy Governing the Investment of
Municipal Funds.
RESOLUTION NO. 3588.7-18(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDED POLICY FOR THE
INVESTMENT OF MUNICIPAL FUNDS; AND PROVIDING AN EFFECTIVE DATE.

ORDINANCE NO. 3589-7-18: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT CODE
AND ZONING MAP, AS PREVIOUSLY AMENDED, BY GRANTING SPECIFIC USE PERMIT
NO. 164 AUTHORIZING AN APPROXIMATELY 3,9873 SQUARE FOOT PORTION OF A
BUILDING LOCATED ON LOT 6, GREENWAY-ALLEN RETAIL ADDITION, PRESENTLY
ZONED FOR SHOPPING CENTER "SC" TO BE USED FOR A MEDICAL CLINIC USE;
PROVIDING A CONFLICTS RESOLUTION CLAUSE; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A PENALTY OF FINE NOT TO
EXCEED THE SUM OF TWO THOUSAND DOLLARS ($2,000) FOR EACH OFFENSE; AND
PROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Councilmember Kizer and a second by Councilmember Brooks, the
Council voted six (6) for and none (0) opposed to adopt Ordinance No. 3589-7-18, as
previously captioned, granting Specific Use Permit No. 164 for a Medical Clinic Use for
' American Family Care. The motion carried.
10. Conduct a Public Hearing and Adopt an Ordinance to Amend the Development Regulations of
Planned Development No. 129 Corridor Commercial by Amending the Concept Plan, Screening
Plan, and Building Elevations Relating to Lot 2 -R -1-R, Block A, Allen Commerce Center
Addition; Generally Located North of Allen Commerce Parkway and West of U.S. Highway 75.

ZONING REGULATIONS AND ZONING MAP, AS PREVIOUSLY AMENDED, BY AMENDING
THE DEVELOPMENT REGULATIONS OF PLANNED DEVELOPMENT "PD" NO. 129

General Obligation Bonds, Series 2018, Including the Adoption of an Ordinance Authorizing the
Issuance of Such Bonds, Establishing Parameters for the Sale and Issuance of Such Bonds and
Delegating Certain Matters to Authorized Officials of the City.
ORDINANCE NO. 3591.7.18: AN ORDINANCE AUTHORIZING THE ISSUANCE OF "CITY
OF ALLEN, TEXAS, GENERAL OBLIGATION BONDS, SERIES 2018"; LEVYING A
CONTINUING DIRECT ANNUAL AD VALOREM TAX FOR THE PAYMENT OF SAID BONDS;
AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE ISSUANCE, SALE,
PAYMENT, AND DELIVERY OF SAID BONDS, INCLUDING ESTABLISHING PARAMETERS
THEREFOR AND DELEGATING MATTERS RELATING TO THE SALE AND ISSUANCE OF
THE BONDS TO AUTHORIZED CITY OFFICIALS.
MOTION: Upon a motion made by Mayor Pro Tem Caplinger and a second by Councilmember Brooks,
the Council voted six (6) for and none (0) opposed to adopt Ordinance No. 3591-7-I8, as
previously captioned, authorizing the insurance of "City of Allen, Texas, General Obligation
Bonds, Series 2018" establishing the parameters for the sale and issuance of such bonds and
delegating certain matters to authorized officials of the City. The motion carried.
' 12. Consider all Matters Incident and Related to the Issuance and Sale of City of Allen, Texas,
Waterworks & Sewer System Revenue Bands (W W&SS), Series 2018, Including the Adoption of
an Ordinance Authorizing the Issuance of Such Bonds, Establishing Parameters for the Sale and
Issuance of Such Bonds and Delegating Certain Matters to Authorized Officials of the City.
ORDINANCE NO. 3592-7-18: AN ORDINANCE AUTHORIZING THE ISSUANCE OF "CITY
OF ALLEN, TEXAS, WATERWORKS AND SEWER SYSTEM REVENUE BONDS, SERIES
2018'; PLEDGING THE NET REVENUES OF THE CITY'S COMBINED WATERWORKS AND
SEWER SYSTEM TO THE PAYMENT OF THE PRINCIPAL OF AND INTEREST ON SAID
BONDS; AND RESOLVING OTHER MATTERS INCIDENT AND RELATED TO THE
ISSUANCE, SALE, PAYMENT, AND DELIVERY OF SAID BONDS, INCLUDING
ESTABLISHING PARAMETERS THEREFOR AND DELEGATING MATTERS RELATING TO
THE SALE AND ISSUANCE OF THE BONDS TO AUTHORIZED CITY OFFICIALS.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Brooks,
the Council voted six (6) for and none (0) opposed to adopt Ordinance No. 3592-7-18, as
previously captioned, authorizing the issuance of "City of Allen, Texas, WW&SS Revenue
Bonds, Series 2018"; establishing the parameters for the sale and issuance of such bonds; and
delegating certain matters to authorized officials of the City. The motion carred.

• Council encouraged citizens to attend the Allen Classic Car Show and Auction on July 13-14,2018,
at the Allen Event Center.

Street Allen USA Celebration.
• Council recognized a Boy Scout from Troop 285 in attendance as a requirement for earning the
