Call to Order and Announce a Quorum is Present (Agenda Item 1)
With a quorum of the Councilmembers present, the Special Called Citizen Interaction/Information
Program Meeting of the Allen City Council was called to order by Mayor Farmer at 7:05 p.m. on Thursday,
May 27, 1993, in the Cafetorium of Rountree Elementary School, 800 East Main, Allen, Texas.

Mayor Farmer gave a brief overview of the presentation topics concerning strategic planning, current
developments and property maintenance code.

Strategic Planning (Agenda Item III -A)
City Manager Jon McCarty defined the strategic plan as a policy that defines specific changes which we
necessary for an organization to fulfill its primary purpose. The intent of strategic planning is to identify the most
important problems and opportunities and give them special attention while focusing on only those items requiring
change.
City Manager Jon McCarty used overheads to explain in detail the steps involved in preparing the
Strategic Planning Process. Those steps include:

Current Developments (Agenda Item III -B)
Councilmember David Bishop and Mayor Pro Tem Lilly presented overviews of the current developments
occurring in Allen at this time.
r Twin Creeks
" Developer will dedicate approximately 87 7 acres of floodplain along Watters and
Rowlett Creek
* A minimum of 150 foot easement will be dedicated along Rowlett adjacent to the golf
course
* The proponent will construct approximately 4 miles of concrete multi -use trails parallel
to the creek corridors as specified by the City
* Of the 45 acres of non -flood plain land given to the City in fulfillment of the City
Mandatory Park Dedication Ordinance, 11 acres will be improved by the proponents to
help meet active recreation needs of the citizens (100 car parking lot, two irrigated soccer
fields and two lighted baseball fields)
* Twenty-five acres have been reserved through zoning to be purchased by the City for an
active recreation park
Recreation Center
$1.2 million approved for recreation center in the 1985 bond program
Programming of the recreation center will include citizen input

$188,000 is available for the main facility at Bethany Lakes
Structure will be programmed simultaneous with the recreation center to maximize
recreational opportunities in both facilities
Possibilities exist in this facility to be a new building or an expansion of the existing
clubhouse
* First public hearing was held December 10, 1992
* After numerous meetings with Planning and Zoning, Park Board, Traffic Engineer, Ron
Gentry and the School Board, City Council gave their final approval on May 5, 1993
* 2370 acres plus Green and Whisenant Tracts
* Diversity of employment opportunities
* 651 acres of industrial; 194 acres of commercial
* Thoroughfare
* Parks, Golf Course, immediate ballpark
David Pitstick, Economic Development Director, stated that Council had requested Staff to produce an
economic analysis of Twin Creeks. With this directive, Staff employed the services of the renown economist,
Bernard Weinstein of the University of North Texas to estimate the total impact of the development on the
property taxes, City sales tax collections and local employment. It was determined that Twin Creeks would be
an asset to the community not only from the standpoint of a golf course, new recreation facilities and up -scale
homes, but it would ultimately increase business development, local employment and the property tax base.
Property Maintenance Code
(Agenda Item III -C)
Councilmember Sharon Hamner explained that City Council and Community Development are working
to respond to the citizens' requests for a Comprehensive Property Maintenance Code. City Staff has investigated
approximately 1,000 complaints regarding high weeds, home occupations such as car repair, on street parking
of boats, trailers and campers, rodent infestation, and dumping of trash and other household discards. Limited
resources have essentially crippled the City's ability to enforce many ordinances dealing with issues that impact
the integrity of our neighborhoods. It was felt that additional measures, such as heavy fines, may need to be
incorporated. The Department of Community Development and the Development Subcommittee are currently
reading other community's ordinances and gathering community input.

desire for citizen participation.

Mayor Farmer and the Council adjourned the meeting at 9:60 p.m.
