Call to Order and Announce a Ouorum is Present (Agenda Item 1)
With a quorum of the Councilmembers present, the workshop session of the Allen City Council was
called to order by Mayor Farmer at 7:10 p.m. on Wednesday, September 22, 1993, in the Council Chambers
of the Allen Municipal Annex, One Butler Circle, Allen, Texas.
Workshop on Cable Television Franchisine
(Agenda Item IT)
Mr. Tillman (Tim) L. Lay with Miller & Holbrooke, Attorneys at Law, of Washington, D.C. was
introduced to those attending the workshop.
Councilmember Mike Nichols described a meeting he and City Staff member Sam Satterwhite,
Administrative Assistant, had with JoAnn Holtzclaw of TCI Cable Television this morning. Councilmember
Nichols described the 1 -year goal of TCI Cable in reference to the service to the City of Allen.
Tim Lay discussed the franchise renewal process under the new Federal Act including the cable capacity,
facilities extension to new subdivisions, PEG (public, educational and government) access and services issues.

Executive Session (Agenda Item III)
In accordance with Article 6252-17, V.A.T.C.S. (Open Meetings Law), Sections 2(e), the Allen City
Council convened into Executive Session at 8.55 p.m. in the Conference Room of the Allen Municipal Annex,
One Butler Circle, Allen, Texas in order to discuss matters pertaining to advice from attorneys regarding Cable
Television franchising.
The Executive Session was adjourned at 10:03 p.m.
Reconvene (Agenda Item III)
The Allen City Council reconvened into regular session at 10:04 p.m. on Wednesday, September 22,
1993, in the Council Chambers of the Allen Municipal Annex. There was no action taken on items discussed
during Executive Session.
