With a quonun of the Councilmembers present, the workshop session of the Allen City Council was
called to order by Mayor Farmer at 7:03 p.m. on Wednesday, September 23, 1993, in the Lunch Room of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.

Council Day Schedule (Agenda Item II -A)
Mayor Farmer discussed starting the Council meeting at 6:15 p.m. and the type of discussion. It was
agreed to continue with the basic design of the Council meeting.

* Major projects ongoing inhibit change
* Concern expressed that in order to "grow," there is a need to learn the responsibility and how
other committees work
* Will keep the membership the way it is but in the near future look at it again
* Questions/information regarding "sexually oriented businesses" (SOB'S) should be referred to the
Development Subcommittee
■ Assignments
* Drop: Drainage Utility District and Neighborhood Integrity from focused activity for
Development Subcommittee
* Mayor Pro Tem Lilly discussed the Civic Plaza design and budget
Questions:
What is our legal obligation to Sasaki?
Mrs. McDermott concurred with the use of Sasaki and the plan.
r Is Mrs. McDermott willing to participate with her money at the $277,000 level?
* Each subcommittee will, before the next regular meeting, evaluate (add/subtract) focused
activities on the subcommittee assignments list

* The process of each subcommittee developing a work plan will continue
Procedures for Evaluating Council Employees (Agenda Item II -C)
* Discussed the possibility of changing the City Secretary's evaluation form
* Get input from City Secretary and City Manager on evaluation format Council will develop
format to evaluate Municipal Court Judge and City Attorney

* Meeting scheduled for Tuesday, November 30, 1993
* Possible agenda items:

City Manager Jon McCarty distributed a draft outline. Council will review the outline and make
comments/suggestions by Thursday, October 7

Communication to Economic Development Corporation Board (Agenda Item V)
Mayor Farmer listed potentially outstanding issues with the Economic Development Corporation Board:
* By-laws amendment — compliance regarding conflict of interest and concept of corporate
opportunity
* Financial disclosure — decide not to pursue at this time
* Any other areas of by-laws?
* Clarification of the role of the Economic Development Board
Mayor Farmer reviewed and discussed a letter received from Vern Lahart, President of the Economic
Development Corporation Board. Council decided to begin addressing the above issues beginning with a response
to Mr. Lahart's letter. Mayor Fanner will develop that response.
