Call to Order

With a quorum of the Councilmembers present, the initial meeting of the Allen City Council, Capital
Improvement Program Steering Committee, Staff support and citizens of Allen was called to order by Mayor
Farmer at 7:15 p.m. on Thursday, January 27, 1994,
in the Meeting Room of the Allen Public Library, Two
Allen Civic Plaza, Allen, Texas.
Welcome and Introduction

Mayor Farmer welcomed everyone and expressed appreciation for everyone being at the meeting. He
introduced State Representative Jerry Madden, who
will be available to provide assistance to the process,
members of the City Council and members of the Capital
Improvement Program (CIP) Steering Committee. He
explained that the City Council will be providing support
to the CIP subcommittees and that the SteeringCommittee
will provide leadership.

Jim Wolfe, CIP Steering Committee Chair, expressed appreciation for everyone's attendance and interest
shown by such a large number of people He explained that the Steering Committee will recommend, not
approve, bond project proposals. He explained that the committee's approach to Capital Improvement Programs
has been used in the past and has been successful. He related back to the 1985 Comprehensive Plan and CIP
General Presentation (Agenda Item IV)
Bill Petty, Director of Community Development, presented information pertaining to the Comprehensive
Plan. The first Comprehensive Plan was developed in 1970. At that time, Allen had a population of less than
2,000. The 1985 Comprehensive Plan was developed by subcommittees comprised of 168 people. The
population was surveyed and the survey results were used by the subcommittees to develop the Comprehensive
Plan.
The basic elements of the 1985 Comprehensive Plan were:
Identified ultimate geographical limit of the City of Allen
Identified the development strategy for the City
Identified location of fire stations
Identified where schools should be located
In 1992, 20 % of the population was surveyed and the 1992 Comprehensive Plan was developed from that
survey
City Manager Jon McCarty presented information defining what a Capital Improvement Program (CIP)
is, what the benefits of a CIP are and the sources of funding that are available for CIP's.
City Manager Jon McCarty presented a slide presentation of projects that were accomplished through the
1985 bond program.
Purpose and Oreanization (Agenda Item V)
Chair Jim Wolfe reviewed the volunteer form which was distributed before the meeting. He indicated
that those wanting to participate on a subcommittee should select their first, second and third choice for committee
assignment. The dates for subcommittee general meetings have been scheduled for February 7, February 28 and
March 21. The target date for a recommendation to the Council is April 7
Closing Comments/Adjourn (Agenda Item VI)
Mayor Farmer closed the meeting by again expressing appreciation for everyone's attendance. The
meeting was adjourned at 8.25 p.m
