Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:28 p.m. on Tuesday,August 14,2018,in the City Council Conference Room of the
Allen City Hall, 305 Century Parkway,Allen,Texas.
1. Update Regarding Ongoing Economic Development Activities and the Fiscal Year 2018-2019
Budget for the Allen Economic Development Corporation.
2. Committee Updates from City Council Liaisons.
3. Questions on Current Agenda.
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6:58 p.m. on
Tuesday,August 14, 2018.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:04 p.m. on Tuesday,August 14, 2018, in the Council Chambers of the Allen City
Hall, 305 Century Parkway,Allen,Texas.

1. Citizens'Comments.
Consent Agenda
MOTION: Upon a motion made by Councilmember Brooks and a second by Councilmember Clemencich,
the Council voted seven(7)for and none(0)opposed to adoptall items on the Consent Agenda
as follows:
2. Approve Minutes of the July 24,2018,Regular Meeting.
3. Authorize the City Manager to Amend the Contract with TB2Services,dba Aire Dynamics,Inc.,
as the Primary Vendor and CEC Facilities Group, LLC, as the Secondary Vendor for HVAC
Services by Increasing the Contract to an Annual Amount of$300,000,Reflecting Repair Services
of$208,645 and Preventative Maintenance Services of$91,355.
4. Accept the Resignation of Jason Shepard and Declare a Vacancy in Place No. 1 on the Board of
Adjustment/Building and Standards Commission/Sign Control Board.
The motion carried.

5. Conduct a Public Hearing on the Fiscal Year 2018-2019 Budget as Required by Article IV,
Section 4.04 of the Allen City Charter.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking,Mayor Terrell closed the public hearing.
Mayor Terrell announced that the City Council will vote on the FY2018-2019 budget at the
September 11,2018,City Council meeting at 7:00 p.m.at Allen City Hall,305 Century Parkway,Allen,
Texas.
6. Conduct a Public Hearing Regarding the Fiscal Year 2018-2019 City Tax Rate.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
Joey Herald, 1018 Michelson Lane, Allen,Texas, spoke in opposition of this item.
With no one else speaking,Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember Doherty,
the Council voted seven (7) for and none (0) opposed to set the City Council meeting date of
Tuesday, September 11, 2018, at 7:00 p.m. at Allen City Hall, 305 Century Parkway, Allen,
Texas, to vote on the proposed tax rate of 50.5 cents per$100 of the certified appraised value
for the Fiscal Year 2018-2019 budget. The motion carried.

Other Business
7. Calendar.
• August 17-19—City Council Budget Workshop,Tanglewood Resort and Conference Center
• August 28—Second Public Hearing Date Regarding the Fiscal Year 2018-2019 City Tax Rate and
FY 2018-19 City Budget.
8. Items of Interest.
• Council wished happy birthday to Councilmember Clemencich.
• Councilmember Sedlacek encouraged everyone to take extra precautions on roadways with school
starting on Wednesday and to give teachers and coaches an "attaboy"for all they do.
• Councilmember Brooks thanked Mayor Terrell for attending his daughter's college signing day.
• Councilmember Doherty briefed Council on the office hours event she held and announced the next
one is scheduled for August 23 from 6 -8 p.m. at La Madeleine.
Executive Session
The Executive Session was not held.
Adjournment
MOTION: Upon a motion made by Councilmember Doherty and a second by Councilmember Brooks,the
Council voted seven (7)for and none(0)opposed to adjourn the Regular Meeting of the Allen
City Council at 7:26 p.m. on Tuesday,August 14, 2018. The motion carried.
