Call to Order and Announce a Ouorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the special called session of the Allen City Council was
called to order by Mayor Farmer at 7:07 p.m. on Tuesday, August 16, 1994, in the Council Chambers of the
Allen Municipal Annex, One Butler Circle, Allen, Texas.
Public Hearing on the Budget as Required
by Section 4.04 of the Allen City Charter
(Agenda Item II)
Finance Director Charlotte Smith distributed updated budget documents and reviewed changes made to
the proposed 1994-95 Budget.
Mayor Farmer read the request into the record as follows:
'Public Hearing on the Budget as Required by Section 4.04 of the Allen City Charter.
Mayor Farmer opened the public hearing and asked for anyone speaking either for or against the budget
to do so at this time.

With no one speaking either for or against the request, Mayor Farmer closed the public hearing.

MOTION: Upon a motion made by Mayor Pro Tem Lilly and seconded by Councilmember Nichols, the
Council voted six (6) for and none (0) opposed to adjourn the special called session of the Allen
City Council at 7:26 p.m., on Tuesday, August 16, 1994. The motion carried.

City Manager Jon McCarty reviewed outstanding issues for the 1994-95 budget. He highlighted issues
needing attention tonight. The list will be cut to reflect how it relates to the budget and put the rest on a work
schedule for later

Discussion was held regarding the following items:

Council would like to stay with the $7 million in bonds.

. 8. Transition plan for soccer fields
City Manager Jon McCarty is meeting tomorrow night with the soccer commissioner and Services
Subcommittee regarding the transition of the soccer fields. The transition will be approved by
the soccer commissioner prior to coming to Council for approval. It was agreed this topic needs
to be humanized. A question was raised regarding engineering and drainage as well as access
to the fields during the construction period.
. 10. Post Civil Service Election - healing process
A staff meeting of Ere personnel has been scheduled.

Executive Session
(Agenda Item IV)
In accordance with The Texas Local Government Code, Personnel, Section 551.074, the Allen City
Council convened into Executive Session at 8:59 p.m. in the Conference Room of the Allen Municipal Annex,
One Butler Circle, Allen, Texas in order to discuss matters pertaining to employee pay plan and benefits package.
The Executive Session was adjourned at 1097 p.m.
Reconvene
The Allen City Council reconvened into regular session at 10:38 p in on Tuesday, August 16, 1994, in
the Council Chambers of the Allen Municipal Annex. There was no action taken on items discussed during
Executive Session.
