MUNICIPAL ANNEX Present: Joe Farmer, Mayor Councihnembers- Kevin Lilly, Mayor Pro Tem David Kerr David Bishop Mike Nichols (absent) Steve Terrell (absent) Sharon Hamner City Staff: Jon McCarty, City Manager Judy Morrison, City Secretary Call to Order and Announce a Ouorum is Present (Agenda Item 1) With a quorum of the Councilmembers present, the special called workshop session of the Allen City Council was called to order by Mayor Farmer at 8:13 p.m. on Tuesday, September 6, 1994, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Workshop on Suncreek Zoning Case (Agenda Item II) Staff pointed out items for Council to consider. There were 25 items noted by the Planning and Zoning Commission. The Proponent has changed 24 of them. The last item was for an off-site traffic study Our traffic engineer agreed this would be costly and that the study should not be completed — only monitor the entry ways onto McDermott as development occurs. Council should adopt a policy that at the time of development, McDermott will not be impacted beyond Level - of -Service C (LOS Q. It is Council's recommendation that Item #23 should read as follows: "SECTION VII, GENERAL STANDARDS FOR DEVELOPMENT, Paragraph 7 - A recommendation is made that the Thoroughfare Plan be changed to eliminate the indicated link on Bethany " ALLEN CITY COUNCIL WORKSHOP SESSION SEPTEMBER 6, 1994 PAGE 2 Current zoning requires all bridges and roads be built prior to building permit be pulled; however, in actuality, the proponent has agreed to build one-half of Alma Drive from Hedgecoxe to Suncreek, one-half of Rowlett Bridge and all of Suncreek before any building permit is issued. When 50% of the residential is developed, the other half of Rowlett Bridge shall be built. It should be noted that this does not include the other half of Alma, which means that the portion of Alma that is adjacent to the multi -family and local retail tracts may be delayed indefinitely The only requirement for this construction is when the last single family tract develops. The tree preservation ordinance does not affect alleys, streets and outside the building line — is done at permitting Staff feels to have an effective tree preservation ordinance, this needs to be done at initial development of the property This will take a continual inspection process throughout development. We do not have appointed manpower at the present time to fulfill this need. Item G of the Tree Preservation Policy should read: "PRELIMINARY PLAT All Preliminary Plats on subject tracts shall be accompanied by an aerial tree survey showing general areas of trees within the development. An on -the -ground tree survey may be required at the discretion of the Staff." Portions of Tract 3A and 5A may be eligible for reclamation. What may be in the floodplain now may come out of floodplain and may need to be purchased. There are limitations on what can be done. It cannot raise the base elevation. The floodplain study is usually completed at the time of preliminary platting. It was Staffs opinion that reclamation was not very probable. Staff would like to point out to Council that the map iso only conceptual. However, the 4.7 -acre site at the southwestern corner has only Plano access at the present time. Staff will work with the developer to aid and assist in street layout during preliminary platting. We are not dealing with the site plan at this time. Although the eastern half of Alma will be built, Allen fire and police service will be provided to this built area since it will be inside the city limits of Allen. The Proponent agreed that Tract 13A can be excluded from the numbers for the development of the infrastructure. Alma would be built when 75% of the development is completed south of the creek Section VII, Item 3C should read: "Upon 75% of development, the remaining one-half of Alma Drive to Hedgecoxe Road will be completed before building permits are issued." Council agreed the map is not being considered as a site plan. It is a concept plan only A ALLEN CITY COUNCIL WORKSHOP SESSION Ell SEPTEMBER 6, 1994 PAGE 3 Discussion was held regarding the lot sizes and home sizes in this community The design of the bridge is very important due to its location. The bridge is partially complete and may take the initiative of Plano and Allen to make the bridge aesthetically pleasing. It will be a focal point of the community Both cities will be dealing with the developer. The school district was offered a school site on the Suncreek development and declined the opportunity Final thoughts of Council dealt with, Density Conceptually, lots should not back up to Woods. Section VI, Item 4 addresses this issue — PUBLIC ACCESS TO ROWLETT CREEK OPEN SPACE. Public access points shall be provided to Community Facilities land along Suncreek Boulevard and along the unnamed East- West C -2U residential collector. At the time of preliminary platting, the developer will maximize the use of single -loaded residential streets adjacent to City park land Bridge design - enhancements Equity of Plano/Allen concept and design Ell School issue It was the Developer's hope to maximize the amenity of the Woods and not try to make something good of everything in this community Council took a brief recess. It has been agreed in principal to have a methodology in place by September 15 as it relates to the acquisition of final properties establishing the value of land and the procedure for acquiring land. Budget Workshop (Agenda Item III) City Manager Ion McCarty distributed information regarding a School Resource Officer including the duties and responsibilities required. There would not be a change in the monetary effect on the budget, but it would affect the number of personnel. Council feels this is a good program. Fiscal Year 1994-95 Budget Outstanding Issues were reviewed. Discussion was held regarding the issue of public safety It was suggested that an ad hoc committee be set-up, using other cities' expertise to develop a program — a committee with a "charge" — a beginning and ending and then see if we need to establish such a committee as a long-term board with by-laws, etc. ALLEN CITY COUNCIL WORKSHOP SESSION SEPTEMBER 6, 1994 PAGE 4 The City Manager reviewed the possible use of excess reserves. Council will be giving direction to Staff at a later date. The City Manager also reviewed the Strategic Plan for 1994-95 and the use of funds set aside for the Plan. Executive Session (Agenda Item IV) The Executive Session of the Allen City Council was not held. Reconvene (Agenda Item V) The Executive Session of the Allen City Council was not held. Items of Interest (Agenda Item VI) There were no items of interest.
