The Council and Board members enjoyed dinner prior to the regular meeting. Call to Order and Announce a Ouorum is Present (Agenda Item 1) With a quorum of the Councilmembers and Board members present, the Joint Meeting of the Allen City Council and the Allen Independent School District Board of Trustees was called to order by Mayor Farmer and President Andrew at 703 p.m. on Thursday, September 22, 1994, in the AISD Administration Building, 200 S. Cedar, Allen, Texas Consider Resolution Authorizing Implementation of the School Resource Officer Program in the Middle Schools — Richard Carroll and Barbara Erwin (Agenda Item 11) Police Chief Richard Carroll reported on the School Resource Officer Program to be implemented in the middle schools. This program is a joint effort between the school district and the police department to control juvenile delinquency and juvenile crime by placing an officer in the school setting during normal school hours. The officer is involved in completing tasks consistent with the program description that focuses on prevention as ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 22, 1994 PAGE 2 well as enforcement. The present contract calls for the school district to be responsible for the salary and benefits cost for the first year of the School Resource Officer Program while the City would be responsible for the uniforms, training and equipment. In subsequent years, it is the intent of the school district and the City to jointly fund all the costs associated with this program. The School Board adopted a resolution authorizing implementation of the School Resource Officer Program in middle schools. Resolution No. 1288-9-94(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Authorizing the City Manager to Execute a Contract with the Allen Independent School District (AISD) Wherein AISD will Pay the Personnel Cost for a Police Officer Assigned to Schools in a School Resource Officer Program, and Providing an Effective Date. MOTION: Upon a motion made by Mayor Pro Tem Lilly andrseconded by Councilmember Bishop, the Council voted seven (7) for and none (0) opposed to approve Resolution No. 1288-9-94(R) as previously captioned. The motion carried. Consider Resolution Concerning Cooperation Between the City and AISD Including a One Year Action Plan - Barbara Erwin and Jon McCarty (Agenda Item III) Barbara Erwin, AISD Superintendent, discussed a joint action plan presented by the Allen Independent School District and the City of Allen. She reviewed the purpose and the goals of the program. Discussion was held regarding the location of new sites and the communications between the City of Allen and the AISD in a cooperative and timely manner on planned planning issues with regard to school sites. As part of an update to the Communications Plan, which was adopted in 1993, it was suggested liaison take place between Community Development and the AISD Superintendent who would contact the AISD land agent. The School Board adopted a resolution concerning cooperation between the City and the AISD including a one-year action plan. Resolution No. 1289-9-94(R): A Joint Resolution of the City Council of the City of Allen and the Board of Trustees of the Allen Independent School District, Collin County, Texas, Declaring by Policy a Worldng Partnership Between the City and the School District; Establishing an Action Plan to Establish Certain Goals for that Partnership; and Establishing an Annual Review and Revision Process for the Action Plan. ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 22, 1994 PAGE 3 MOTION: Upon a motion made by Councilmember Hamner and seconded by Councilmember Kerr, the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 1289-9-94(R) as previously captioned. The motion carried. Economic Development Report - David Pitstick, Chuck Williams. Mike Nichols (Agenda Item IV) Economic Development Director David Pitstick reported on the recent moves to the City of Allen by Quest Medical, TRW and the pending move of PHOTRONICS. He also discussed the planning of the 92 -acre industrial park and the "lag" in attracting retail development to Allen. Discuss Status of Highway Proiects - Kevin Lilly, George Conner (Agenda Item V) Mayor Pro Tem Kevin Lilly distributed information regarding the City of Allen Thoroughfare Plan as amended through 1994. He showed that FM 2170 East is scheduled for letting in 1995; the intersection at FM 2170 and SH 5 in 1995; SH 5 from FM 2170 to Exchange in 1996; Exchange from SH 5 to US 75 in 1996; and SH 5 Chaparral to FM 2170 in 1997 with the interchange at Bethany and SH 5 to be completed in 1997 US 75 from Bethany to SH 121 is not scheduled at this time and FM 2170 West is not scheduled at this time. Mayor Pro Tem Lilly explained the process of road projects and the various avenues taken by cities and governments in our area to classify these projects. Mayor Pro Tem Lilly also gave a slide presentation from the Dallas Regional Mobility Coalition showing the share of dollars in the state used for projects in various districts and additional federal funding available. Discuss City and AISD Budgets and Bonds — Jon McCarty, Barbara Erwin (Agenda Item VI) City Manager Jon McCarty reviewed the 1994 bond sale to be completed in October of $7,015,000. He also reviewed the 1994-95 budget funds list, the appraised value analysis, the tax rate distribution and the sales tax comparison. AISD Business Manager David Williams distributed the 1994-95 budget proposal for the Allen Independent School District. He reviewed the maintenance and operation comparisons between Allen and surrounding cities as well as debt service. It was agreed that the Allen Independent School District is facing many challenges ahead with the expected new growth in the future. Items of Interest (Agenda Item VII) Mayor Farmer reported the reorganintional structure of the subcommittees to begin October 1, 1994. The City Manager was asked to provide Superintendent Barbara Erwin with the meeting schedules of the various subcommittees.
