Canvass of Election Returns for the January 21, 1995 City of Allen Special Sales and Use Tac Election (Agenda Item II) Connie Schofield, Secretary to City Secretary, reviewed for the City Council the election returns for the Special Sales and Use Tax Election held on Saturday, January 21, 1995 Mrs. Schofield reviewed hand-out materials that were distributed including recent voting history, early voting accumulated totals, election day accumulated totals and the combined election day and early accumulated totals. She also reviewed voting statistics including the number of registered voters — 14,739 — which indicated a 11 % voter turnout. The precinct totals verified the following results: Adjourn (Agenda Item V) MOTION: Upon a motion made by Councilmember Kerr and seconded by Mayor Pro Tem Lilly, the Council voted four (4) for and none (0) opposed to adjourn the special called meeting to canvass the Special Sales and Use In Election of the Allen City Council at 6'28 p.m. on Thursday, January 26, 1995. The Council, Board members and guests enjoyed dinner prior to the regular meeting. Call to Order and Announce a Ouorum is Present (Agenda Item 1) With a quorum of the Councilmembers and Board members present, the Joint Meeting of the Allen City Council and the Allen Independent School District Board of Trustees was called to order by Mayor Farmer and President Andrew at 7:03 p.m on Thursday, January 26, 1995, in the Library Meeting Room, Allen Public Library, Two Allen Civic Plaza, Allen, Texas ALLEN CITY COUNCIL SPECIAL. CALLED JOINT MEETING { JANUARY 26, 1995 PAGE 2 Superintendent Barbara Erwin introduced Steve West, the newly appointed Assistant Superintendent of Finance and Operations. Mr. West and his family are originally from Pasadena. TX. City Manager Jon McCarty introduced Officer Carl Osburn, School Resource Officer for Ford and Curtis Middle Schools, and explained that Officer Osbum would present information to the Council and Board later in the meeting. Presentation on Community ParkI igh School Site - Bryan Thruston (Agenda Item II) Bryan Thmston of STB Architects gave a brief overview of the proposed plan for the Cottonwood Community Park/school site (LLG site). This is a joint site study in conjunction with landscape architect At David of Enviro Design. The park/school site consists of approximately 166 acres and is located along Cottonwood Creek, north of McDermott Drive and east of US 75. The proposed park facility consists of 95 acres with approximately 26 acres designated flood -plain A study of this area is being conducted to determine the needs of the community — additional elementary, middle and/or high schools, a combination of two levels of school; or a combined school and athletic complex facility There are two greenbelts located in the proposed park area — one along the perimeter and one in the middle of the park. The proposed plan consists of four little league baseball fields, two regulation size baseball L fields, soccer fields, football fields, hike & bike trails, and passive areas. City Manager Jon McCarty stated that Rhoda Savage, Parks and Recreation Director, will be submitting an application for grant funds through the Texas Parks and Wildlife Department — Texas Recreation and Parks Account (TRPA) Program Funding Bobby Curtis, Property Services Director, informed the Council and Board that several additional schools will need to be built in Allen fairly soon — one elementary school on the west side of Allen, one elementary school on the east side of Allen and a third middle school is needed. These three sites would satisfy the student growth for about five years. However, building needs to begin within the next three to six months for an elementary school, no more than one year for the middle school and possibly one year later begin construction on the second elementary school. Presentation on Demographics Study - OBver Mattinely and Barbara Erwin (Agenda Item III) Oliver Mattingly, MPF Research, informed the Council and Board Members that his firm had been commissioned by the Allen Independent School District (AISD) to conduct research to forecast enrollment growth in the District in order to determine future needs for school facilities. Mr. Mattingly explained that future enrollment is forecast through examination of trends in housing base growth. Information was distributed to the Council and Board explaining housing growth, enrollment growth and a review of the research process Mr Mattingly stated that Green Elementary School will almost be at capacity by the time it is completed. Over the next five years, the projections show an increase in the number of students by 50% with a steady growth. Over the next five years, two more elementary schools, one middle school and one high school will be needed to accommodate the number of students. ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 26, 1995 PAGE 3 President Glenn Andrew stated that a bond election for the AISD was under consideration at this time. Report on Housim and Development - Bill Petty (Agenda Item n') Bill Petty, Director of Community Development, reviewed various statistics concerning the City of Allen. As of January 1, 1995, the population of Allen totaled 27,219 Mr. Petty presented the Council and Board with housing and development information concerning the City of Allen. Mr. Petty reviewed the residential development consisting of developed lots, under development areas, and proposed lots. He indicated that construction on an apartment complex will begin shortly Mr. Petty commented that there are no "starter homes" or "empty -nest" type homes being constructed in Allen at this time — only "move -up" homes. Council and Board Members took a short recess. Presentation and Update on School Resource Officer (SRO) Proeram - Richard Carroll and Carl Osbura (Agenda Item V) Police Chief Richard Carroll reviewed the School Resource Officer (SRO) Program that has been implemented in the middle schools. This program is a joint effort between the school district and the police department to control juvenile delinquency and juvenile crime by placing an officer in the school during normal school hours. Chief Carroll distributed an AISD Middle Schools' Activity Summary representing October 10, 1994 through January 2, 1995 to the Council and Board Members. Carl Osborn, School Resource Officer, explained how the program was doing, how the students were reacting, what the program consisted of and the overall result. He explained the two main objectives were (1) give the students a safe and secure environment to learn and (2) give the teachers a safe and secure environment to teach in Officer Osborn was very pleased with the direction the program is taking and the positive rapport the "police officer" is having with the students. Officer Osborn stated that he also attends as many extra curricular activities as he can in his role as SRO. President Andrew commented that he was very pleased with the program and especially with Officer Osborn's work. Over the past weeks, President Andrew has received very strong parental support for Officer Osborn and the SRO Program. On behalf of the Council, Mayor Partner congratulated Officer Osborn on his dedicated work and expressed their gratitude for the fine work he is doing with the youth of Allen. Economic Development Report - David Pitstick (Agenda Item VI) David Pitsrck, Director of Economic Development, reviewed the status of several projects in Allen. The PHOTRONICS building will be completed this year. With additional changes the PHOTRONICS budding will now consist of 62,000 square feet instead of the originally planned 40,000 square feet. Once completed, this PHOTRONICS location will be the largest photo -mass production facility in the world valued in the $40 million range. ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 26, 1995 PAGE 4 There is much excitement and anticipation regarding the development of the upcoming 92 -acre Millennium Business Park Complex located east of US 75 and between McDermott and Bethany Drives. This light industrial business park will be the 21st largest business park in the Dallas/Fort Worth area This business park presents a great opportunity for future corporate clients. Review Communication Plan for Acquisition of School Sites - Jon McCarty and Barbara Erwin (Agenda Item VII) City Manager Jon McCarty stated that the pending Communication Plan represents the relationship between the City and the school district as it relates to the acquisition of sites. It does not comment on the relationship internal to the City organization to any great degree with regard to coordination of park sites with elementary school sites. This process is ongoing. No action was required. However, it was felt that it would be appropriate for the governing bodies to recognize the Communication Plan through formal recognition such as a resolution or some other format. Items of Interest (Agenda Item VIII) Planning program at county level — appointed committee representing the City of Allen consists of E. T Boon, Jack Pennington, Don Brazeal and Jerry Wilson * Items discussed include roads, streets, bridges, thoroughfares, etc., traffic litigation and ozone protection Mayor Pro Tem Lilly reviewed the pending projects that Dallas Regional Municipal Council (DRMC) will be presenting to Austin * Area will be presented as Dallas/Fort Worth Metroplex instead of just Dallas — this shows a more unified area * DRMC is working on one-year and three-year plans * US 75 is a very vital project with approximate cost at $40 million FM 2170 West * On county project list — ranked Nl priority for City of Allen * County Comaussioners' Meeting - representatives from surrounding cities * Projects have better chance of being approved if partial local funding is available Collin County Bond Proposal * Five projects in the proposal relate to the City of Allen FM 2170 East * Should be let in the spring of 1995 AISD * Funding for buildings — no bond money left * Contemplating possible bond project ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 26, 1995 Adioum PAGE 5 (Agenda Item IX) The AISD Board of Trustees and the Allen City Council adjourned the Special Called Joint Meeting at 927 p.m. on Thursday, January 26, 1995.
