Call to Order (Agenda Item 1)
With a quorum of the Councilmembers present, the Special Called Workshop Session of the Allen City
Council was called to order by Mayor Farmer at 7:11 p.m. on Thursday, February 23, 1995, in the Library
Meeting Room of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Review Charter and Necessary Amendments (Agenda Item 11)
City Manager Jon McCarty distributed the City of Allen US 75 1993-94 Safety Study Report prepared
by the department of Community Development.
Michael Stanger, Assistant to the City Manager, reviewed the background and the desire of the Council
to amend the current City Charter which was adopted in January 1979. The Charter has not been amended since
the original adoption.
Terrell Blodgett, Expert Charter Advisor and Pete Smith, Expert Legal Advisor, reviewed the current
City Charter with the Council identifying necessary areas to be considered for amendments. The Allen City
Council discussed each item and directed Pete Smith and Terrell Blodgett to bring back a 'Ted -line" copy for the
next meeting on Tuesday, February 28, for review and consideration.

The Council discussed the work to be done by Pete Smith and Terrell Blodgett in preparation to call the
Charter Election on March 16. The next meeting will identify specific policy changes to the Charter including
term limits, geographical representation, nepotism and personal interest items.

The Charter Review Special Called Workshop was adjourned at 10:17 p.m. on Thursday, February 23,
1995.
