Call to Order and Announce a Ouorum is Present (Agenda Item 1) With a quorum of the School Board members present, the Joint Meeting of the Allen City Council and Allen Independent School District (AISD) was called to order by President Glenn Andrew and Mayor Fanner at 6:40 p in on Tuesday, September 26, 1995, in the Allen Library Meeting Room, Two Allen Civic Plaza, Allen, Texas, with Mayor Farmer indicating that the City Council did not have a quorum but were expecting another Councilmember shortly ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 26, 1995 PAGE 2 Review the Elementary School Site Selection Plan and Consider City Initiation of Action to Incorporate the Plan into the Comprehensive Plan, Zoning and Subdivision Ordinances -- Bob Curtis and Bill Petty (Agenda Item II) Property Services Director for Allen Independent School District (AISD) Bob Curtis reviewed the site plan for school locations. He distributed a site plan of the AISD elementary school sites projected for build -out. Nine (9) elementary schools are situated east of US 75 and eight (8) elementary schools are situated west of US 75. Bill Petty, Community Development Director, informed the Council and Board that a technical review committee comprised of representatives of planning, engineering, parks and recreation, fire department and an AISD representative meets each month to review submissions pertaining to land uses and development This will allow an open line of communication regarding any possibilities of future development or zoning slated for action by the community It is the responsibility of City Staff to provide minutes of each of the meetings to the City Manager and the responsibility of the AISD representative to provide a copy and report to the Superintendent of Schools Mr. Petty indicated the Comprehensive Plan provides planning direction for the City by designating land uses, thoroughfares, densities and community facilities. Other tools of the City include the Zoning Ordinance which implements recommendations of the Comprehensive Plan and establishes value and guarantees use as well as the Subdivision Ordinance which provides specific design standards for the development of the City such as lot sizes, streets, utilities and boundaries. The Comprehensive Plan allows the City to assist the AISD in obtaining school sites through the zoning process. Specific criteria for site locations were identified, not be located on a major thoroughfare, be adjacent to a neighborhood park, if required; approximate size -- 10 acres preferred; proximity to storm drainage, water and sanitary sewer connections; topography that maximizes land utilization and safety and minimizes development cost; lots should generally not back to side of school. Zoning Ordinance submissions are required to include identification of community facilities as illustrated in the Comprehensive Plan The Planning and Zoning Commission will consider a school or park service boundary line identified on the map supplied by the AISD and determine whether they have been reserved. The Subdivision Ordinance allows for specific assigned criteria that are identified for development plan, preliminary plat and final plat when a school site has been reserved. Factors include acreage, location and topography The Allen City Council agreed that Staff move forward to prepare the ordinances necessary to complete this process in accordance with what was stated this evening The AISD Board of Directors agreed with the concept of the plan and indicated it does have some flexibility in its school site designations which will be included in the Comprehensive Plan. Mayor Farmer announced a quorum was now present. Approve a Contract for Tax Collection Services -- Steve West and Charlotte Smith (Agenda Item III) ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 26, 1995 PAGE 3 Mayor Farmer and President Andrew agreed that the tax collection services contract be removed from the Agenda for action this evening. Approve a Resolution Directing that a Representative of the City and School District be Appointed to the Park and School Facilities Planning Committees of Each Entity -- Tim Carroll and Rhoda Savaee (Agenda Item IV) Superintendent Barbara Erwin and Parks Director Rhoda Savage reviewed the need to make sure the City and the school continue to work together in the planning phases of the park and school facilities. To ensure proper representation from each entity, a resolution has been prepared to appoint one or more members representing each entity to their respected Facilities Planning Committee. Resolution No. 1369-9-95(R): A Joint Resolution of the City Council of the City of Allen and the Board of Trustees of the Allen Independent School District, Collin County, Texas, establishing a Policy to Ensure Representation for the City and the School District on the Facilities Planning Committees of Each Entity. El MOTION: Upon a motion by Mayor Pro Tem Lilly and a second by Councdmember Kerr, the Council voted four (4) for and none (0) opposed to approve Resolution No. 1369-9-95(R) as previously captioned. The motion carried. MOTION: Upon a motion by Board Member Meek and a second by Board Member Stein, the School Board voted seven (7) for and none (0) opposed to support a resolution directing a representative of the City and the school district be appointed to the Park and School Facilities Planning Committee by each entity The motion carried Update on AISD Enrollment and Bond Program -- ve West. Tim Carroll and Barbara Erwin (Agenda Item V) Steve West, Assistant Superintendent of Finance and Operations, shared a presentation detailing the upcoming AISD bond election. Information included enrollment comparisons, history and projections as well as specific bond fund uses as proposed by the committee. Approve Resolution Authorizing Execution of a Contract on the School Resource Officer -- Richard Carroll (Agenda Item VI) Richard Carroll, Police Chief, presented information regarding the school resource officer (SRO) program which has been in effect for approximately one year A second school resource officer is being proposed to begin to January of 1996 with the current officer to continue as presently structured. L ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 26, 1995 PAGE 4 Resolution No. 1370-9-95(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Authorizing the City Manager to Execute a Contract with the Allen Independent School District (AISD) Wherein AISD will pay One -Half the Salary Expenses for Police Officers Assigned to Schools in a School Resource Officer Program, and Providing an Effective Date. MOTION: Upon a motion by Councilmember Kerr and a second by Councilmember Bishop, the Council voted four (4) for and none (0) opposed to approve Resolution No. 1370-9-95(R) as previously captioned. The motion carried. MOTION: Upon a motion by Board Member Kerr and a second by Board Member Waller to authorize the execution of the contract for the school resource officer between the Allen Independent School District and the City of Allen The motion carried. Green Elementary Park UmLate -- Rhoda Savage (Agenda Item VII) Rhoda Savage, Parks and Recreation Director, reviewed the process for developing park sites in the City of Allen Although montes have not been sold to develop Green Elementary Park, creative financing is being considered in order to develop it in a timely manner. Consider Nominations and Casting Ballots for Collin County Appraisal District Board of Directors -- Mayor Joe Farmer and President Glenn Andrew (Agenda Item VIII) The City of Allen has been notified by the Central Appraisal District of Collin County that it has 88 votes to cast in the election of the Board of Directors for Central Appraisal District of Collin County The votes are awarded based on the jurisdiction's tax levy as a percentage of the total tax levied for all jurisdictions in the county The term of office will be for two (2) years beginning January 1, 1996. Donald P Rodenbaugh has agreed to serve in this capacity for the City of Allen Resolution No. 1371-9-95fR): A Resolution of the City Council of the City of Allen, Collin County, Texas, Placing in Nomination Donald P. Rodenbaugh of 609 Bush Drive, Allen, Texas, for a Position on the Board of Directors of the Central Appraisal District of Collin County, Texas. MOTION: Upon a motion made by Mayor Pro Tem Lilly and a second by Councilmember Bishop, the Council voted four (4) for and none (0) opposed to approve Resolution No. 1371-9-95(R) as Lpreviously captioned. ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING SEPTEMBER 26, 1995 PAGE 5 Resolution No. 1372-9-95(RI: A Resolution of the City Council of the City of Allen, Collin County, Texas, Casting Ballots for the Board of Directors for the Central Appraisal District of Collin County in Accordance with Section 6.03 (g) of the State Property Tax Code, and Directing that the City Secretary Notify Interested Parties of Said Action. MOTION: Upon a motion by Councilmember Kerr and a second by Councilmember Bishop, the Council voted four (4) for and none (0) opposed to approve Resolution No 1372-9-95(R) as previously captioned The motion carried. President Andrew informed the Council the AISD Board had already taken action on this item.
