Supt of Finance and Operations Rick Clements, Director of Personnel Tim Carroll, Director of Information Services The Council, Board members and guests enjoyed dinner prior to the regular meeting Call to Order and Announce a Ouorm is Present (Agenda Item 1) With a quorum of the Councdmembers and Board members present. the Joint Meeting of the Allen City Council and the Allen Independent School District Board of Trustees was called to order by Mayor Farmer and President Andrew at 6.37 p.m. on Thursday, January 25, 1996, in the Curtis Middle School Library, Allen, Texas. 0 ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 25, 1996 Approve a Joint Resolution Calling for Collaboration on Joint Educational and Recreational Park (Agenda Item II) Superintendent Barbara Erwin and City Manager Jon McCarty reviewed the Allen High School Educational Center planning process. There will be a cooperative planning process for the Allen High School Education Center and the Allen Station Community Park. The City and school partnership have shared commitment to outcomes including: Master plan entire 300 acre property and treat property as parcel of 300 acres in planning process with both architectural teams Develop common theme, unified vision of property Make property primary identifier of community Create a plan for shared public and athletic facilities such as athletic fields, natatorium, fitness course and amphitheater The City and school partnership has certain common issues: Security Accessibility for emergency vehicles Lighting Parking Accommodate multi -modal transportation Traffic flow Visual surveillance It is anticipated that there will be three (3) levels of development: LEVEL ONE Create Master Plan of entire property Construction of essential components to replace current Allen High School using 1995 AISD Bond Issue Funds Primary Development of Park Property using City Funds and Texas Parks and Wildlife Department Grant Funds LEVEL TWO Future development of site such as natatorium, shared use spaces Additional park development ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 25, 1996 LEVEL THREE Future use for public/private opportunities Ancillary businesses Future Allen High School campus and park expansion (if necessary) City Manager Jon McCarty and Superintendent Barbara Erwin reviewed the planning design and construction timelines for the Allen High School and the Allen Station Park. These timelines indicate that the two (2) entities are not quite in sync with each other but will be able to work in various levels. The entities are looking at a "seamless" project, therefore, the two (2) entities are adopting this resolution so that in the future it is understood how this project is being developed. The cooperation is just beginning since maintenance will be an issue that the entities will work out in this continued seamless relationship It is anticipated a common theme must come together very soon since this will set a tone for the entire City for now and in the future. It was suggested that the theme might begin with "ageless and timeless." The Allen Independent School District (AISD) Board of Trustees approved a joint resolution calling for cooperation on joint educational and recreation park. Resolution No. 1397-1-%(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Committing the City to a Partnership with the Allen Independent School District Related to the Develop- ment of a Joint Educational and Recreational Facility and Specifying the Accomplishment of Certain Out- comes. MOTION: Upon a motion made by Councilmember Kerr and a second by Councilmember Bishop, the Council voted six (6) for and none (0) opposed to approve Resolution No. 1397-1-96(R) as previously captioned. The motion carried. z (Agenda Item HI) Steve West, Assistant Superintendent of Finance and Operations, reviewed the background of the in collection contract. After months of review and study, a contract is being presented this evening for adoption which includes various issues and a "per parcel' dollar figure. It is anticipated this contract will be reviewed within a year to determine final cost figures on that "per parcel' amount It is also anticipated that this contract will be considered every two (2) years for renewal between the AISD and the City Council. The AISD voted to approve the tax collection contract. MOTION: Upon a motion made by Councilmember Gallagher and a second by Mayor Pro Tem Lilly, the Council voted six (6) for and none (0) opposed to authorize the Mayor to sign the AISD/City of Allen Tax Collection Contract. The motion carried. I ALLEN CITY COUNCIL SPECIAL CALLED JOINT MEETING JANUARY 25,19% (Agenda Item IV) Rick Clements, Director of Personnel for the AISD, presented information regarding a joint usage facility agreement. The agreement will allow for the use of school facilities by the City at no charge except for special custodial charges due to after-hours service or clean up. The AISD Board of Trustees approved authorization for the joint usage facility agreement (Agenda Item V) The attendees were invited to the dedication of Green Elementary School at 2.30 p.m. on February 4. They were also invited to the Joe Farmer Recreation Center grand opening on March 23. The AISD Board of Trustees and the Allen City Council adjourned the Special Called Joint Meeting at 7:38 p.m. on Thursday, January 25, 1996 These minutes approved on the ISL day of February , 1996.
