CITY COUNCIL CHAMBERS ALLEN MUNICIPAL ANNEX Pres : Mike Nichols, Chair David Kerr Steve Terrell City Staff: Jon McCarty, City Manager Michael Stanger, Assistant City Manager nm Joe Bilbo, Manager, TU Electric Call to Order (Agenda Item D Councilmember Mike Nichols, Chair of the Ad Hoc Committee, called the meeting to order at 5:35 p.m. on Tuesday, March 19, 1996 in the Council Chambers of the Municipal Annex, One Butler Circle, Allen, Texas. Order of business Time limit Charge to committee Discuss Matters Related to Location of New TU Electric Power Line (Agenda Item H) Electromagnetic fields (EMI) Possible solutions Cost of alternatives Joe Bilbo, Manager with TU Electric, discussed the background of the project. The project began about a year ago which included a $1+ million dollar plan for a project to enhance reliability of the service by bringing another circuit to Allen from Plano. The line travels up Jupiter into Allen. This line would connect to the southeast quadrant of the City and also need to be placed along Bethany Road. A AD HOC COMMITTEE POWER LINES ON BETHANY ROAD MARCH 19,19% PAGE 2 Mr. Bilbo explained two options for the location of the overhead power lines: (1) along Bethany and (2) along the existing overhead line north of White Oak, then south along greenbelt. Cost of putting the line underground along the greenbelt is $74,000 DIC Cost of boring Bethany is $89,000 Cost of putting the line underground along Bethany is $130,000 Michael Stanger, Assistant City Manager, discussed the electromagnetic fields (EMF) issue. The following individuals spoke in opposition of placing the power lines on Bethany Road. Julio Arana, 723 Cottonwood Bend Drive, Allen, Texas 75002, expressed that this should be the community's choice as to where the lines will be placed and the City should be willing to spend tax money in the future to maintain the safety and look of the neighborhoods. Lindsey Stewman, 801 Holly Circle, Allen, Texas 75002, expressed that she wants the power lines buried or use an alternate route. Karen S. Craven, 812 Rivergrove, Allen, Texas 75012, lives next to a greenbelt and she did not want the power lines placed behind her house. Roberta Robinson, 808 Rivergrove, Allen, Texas 75002, expressed concern about the amount of the current in the power line behind the alley She considers EMF dangerous. She polled the group of concerned citizens regarding the power lines and the result was that they want the City to bury the line. Frank Winchester, 708 Rockcrossing Lane, Allen, Texas 75002, expressed his opposition for the power lines to be added along Bethany Road. John C. Howell, 743 Ridgemont Drive, Allen, Texas 75002, expressed his concern regarding the power litres. He stated that if the power lines were installed as presently planned, his son's bedroom would be under the line. He also feels that the addition of these power lines would affect the property value of their homes in a negative way Bill and Maria Firth, 717 White Oak, Allen, Texas 75002, expressed their opposition to above ground power limes at either location. Mr Firth feels the increase in power in the tine along the alley is also a concern. Linda Huston, 704 Rockerossing Lane, Allen, Texas 75002, expressed her opposition to the power lines. She stated that while she lived in Denver overhead lines were put up near her home and the property value decreased. Maurice Bohanon, 815 Ashwood Drive, Allen, Texas 75002, expressed his opposition regarding the overhead power lines. He stated that the neighbors in this area are united in opposition to the overhead power lines. AD HOC COMMITTEE POWER LINES ON BETHANY ROAD MARCH 19, 1996 PAGE 3 James Fleck, 603 White Oak Street, Allen, Texas 75002, expressed his opposition to the overhead power lines and the possible addition of power lines along the alley He feels the lines should be buried or placed in the median on Bethany Randy Norton, 800 Rivergrove, Allen, Texas 75002, expressed his opposition for the above ground power lines. He feels they need to be buried. Mr. Norton explained that his son wants to do a study on EMF for everyone's benefit. He will study the physiological impact on the Norton family -- 2 adults and 7 children. Tim Vesting, 702 Rockcrossing lane, Allen, Texas 75002, expressed his concern regarding overhead power lines and homes with swimming pools. He wants to have the lines underground. Carol Howard, 744 Fawn Valley, Allen, Texas 75002, expressed her opposition to the overhead power Imes and having a pole placed in her front yard. Mike Fansler, 804 Ashwood Drive, Allen, Texas 75002, expressed his opposition to overhead power lines. He feels the power lines should be placed underground. John Walkoviak, 805 Willow Drive, Allen, Texas 75002, expressed his opposition for overhead power lines. Roger Smith, 724 Cottonwood Bend, Allen, Texas 75002, expressed his opposition for overhead power lines. Nancy Smith, 724 Cottonwood Bend, Allen, Texas 75002, expressed her opposition to the addition of overhead power lines along Bethany Road.
