Secretary II Charlotte Smith, Finance Director Call to Order and Announce a Ouorum is Present (Agenda Item 1) With a quorum of the Councilmembers present, the special called session of the Public Hearing of the Budget of the Allen City Council was called to order by Mayor Lilly at 7:38 p.m. on Tuesday, August 20, 1996, in the Council Chambers of the Allen Municipal Annex, One Butler Circle, Allen, Texas. Public Hearing on the Budget as Required by Article 4.04 of the Allen City Charter (Agenda Item 11) Mayor Lilly read the request into the record as follows. "Public Hearing on the Budget as Required by Article 4.04 of the Allen City Charter." Mayor Lilly opened the public hearing and asked for anyone speaking either for or against the budget to do so at this time. With no one speaking either for or against the request, Mayor Lilly closed the public hearing. City Manager Jon McCarty distributed information addressing the questions/concerns asked by Council during the Budget Retreat. Several of these items were assigned to the Standing Committees for further study ALLEN CITY COUNCIL d SPECIAL CALLED SESSION PUBLIC HEARING ON THE BUDGET AUGUST 20, 1996 Assignments to Finance/Administration Standing Committee Analysis of other cities' revenues and expenditures using per capita comparisons Employee Recognition Program Pursue joint agreement with TU Electric —joint meter reading and billing TCI fiber optic upgrade Health insurance policy limits Detailed expenses and revenues for the water and sewer fund Classification/compensation plan Assignments to Services Standing Committee, Accelerate schedule for the design/construction of Fire Station #4 Plan for ongoing maintenance of existing City facilities Discuss with Allen Sports Association (ASA) maximum number of participants in youth sports Library — self -checkout system and directional signs for library parking Assignments to Development Standing Committee, PAGE 2 * Proposed alignment of Butler Drive to the Allen Independent School District (AISD) property; discuss with Allen Economic Development Corporation (AEDC) and City Manager Jon McCarty will draft a letter regarding this information Assignments to City Staff: Analysis of other cities' revenues and expenditures using per capita comparisons — present to Finance/Administration Standing Committee and then to Council Strategic plan objective list including all of the major technology projects Arrangements with City of Plano regarding automatic responses from Fire Station #3 in Allen to East Plano and Fire Station #6 in Plano to portions of West Allen; possible joint use with Plano of Fire Station #10 to be built in vicinity of McDermott Drive, west of Custer Road Proposed alignment of Butler Drive to AISD property; discuss with AEDC, City Manager Jon McCarty to draft a letter regarding this information Classification/compensation plan Due to time constraints of the Council, City Manager Jon McCarty briefly reviewed the following and distributed copies of the information to the Council: Tax abatement impact Changes to 1995-96 amended budget and 1996-97 budget 1996-97 Strategic Plan Project Summary Cash balances of selected funds * Parks and Recreation Enterprise * Drainage * Solid Waste * Vehicle Replacement * Water and Sewer Fund * Water and Sewer Interest and Sinking ALLEN CITY COUNCIL SPECIAL CALLED SESSION PUBLIC HEARING ON THE BUDGET AUGUST 20, 1996 PAGE 3 * Water and Sewer Reserve Fund * Economic Development Corporation Water and Sewer Cash Am clysis Street Bond Projects Drainage Bond Projects Water and Sewer Bond Projects Sewer Bond Projects Public Safety Bonds Park Bonds 1985 Bonds Interest Earned Miscellaneous Funds Executive Session (Agenda Item III) In accordance with The Texas Local Government Code, Legal, Section 551.071. Property, Section 551.072, Personnel, Section 551.074, Staff Presentations, Section 551.075, the Allen City Council convened into Executive Session at 8 45 p.m. in the Conference Room of the Allen Municipal Annex, One Butler Circle, Allen, Texas in order to discuss matters pertaining to the personnel pay plan and Council employee evaluations. The Executive Session was recessed at 9:30 p.m. Reconvene and Consider Action on Items Discussed During Executive Session The Allen City Council reconvened into regular session at 9:32 p.m, on Tuesday, August 20, 1996, in the Council Chambers of the Allen Municipal Annex. There was no action taken on items discussed during Executive Session. A 'ourn (Agenda Item IV) MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Terrell, the Council voted six (6) for and none (0) opposed to adjourn the special called session of the Allen City Council at 9:33 p.m. on Tuesday, August 20, 1996 The motion carried These minutes approved on the 5th day of September , 1996 APPROVED: JDqtk- Kevin L.
