Lilly, Mayor Lonnie Thomas (absent) David Kerr, Mayor Pro Tem Doug Gallagher Dave Powyszymki Steve Terrell Melissa Owen City Staff: Jon McCarty, City Manager Judy Morrison, City Secretary George Conner, Director of Public Works E.die McMillion, Customer Service Coordinator Staff Presentation - George Comer (Agenda Item I) With a quorum of the Councilmembers present, the special called workshop of the Allen City Council was called to order by Mayor Lilly at 7.04 p.m. on Tuesday, March 4, 1997, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. George Conner, Director of Public Works, reviewed the Request for Proposal (RFP)/Contract/Selection process time schedule for solid waste and recycling for the City of Allen. Bids were opened January 28 with receipt of five (5) bid documents. The City of Allen's current contract was used as the base for the bid proposals with various enhancements. Mr. Conner reviewed the container pricing for current residential containers and for current commercial containers. (Agenda Item II) Company Qualifications, Transition Issues, Commercial Service (Agenda Item II -A) City of Plano — The City of Plano desires to provide the best possible service for the City of Allen. Plano has had the opportunity to plan for growth due to its own city's growth patterns. The City of Plano is familiar with alley trash ' collection and provides the best equipment possible for its work force. It has a great educational program, safety program and customer service is used as par of their evaluation for their employees thereby being very important to everyone involved. An aggressive trainee program is used in the City of Plano. These various programs result in satisfied, productive employees. A transition period was discussed as well as service days. Four (4) service days will be used in the City of Allen with a 25% back-up of equipment ratio. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP MARCH 4, 1997 PAGE 2 Browning Ferris Industries representatives informed the Council that they are a committed partner in the trash/refuse collection. They are a leader in curbside recycling and automated service, being a $7.6 billion company With approximately 1.1 million service opportunities, only 1,000 complaints have been registered. They are a good corporate citizen and records show that 52% of the homes are recycling on a regular basis. Obviously, with BFI there will be no transition issues. BFI reviewed the commercial cost estimates and have indicated they will return to the City 100% of the "high end" of recyclables. Texas Waste Management assured the Council they would provide safe, efficient, capable service. Their main focus is on training and safety and they have low employee turnover. They serve approximately 110,000 homes per week and employ five (5) customer service representatives. TWM will provide a person to work at the City during the transition. Receptacles will be placed approximately one (1) week prior to commencing service. TWM indicated they were low on commercial bidding. They do not desire to do recycling by itself, but would be happy with a split -bid on the other items. TWM has begun recycling empty aerosol cans and "dry" paint cans in addition to other recyclables 1 Council took a brief recess. Independent Environmental Services, Inc. provided background on the company and the experience within the company They have been involved in many start-ups and have become an excellent corporate citizen. They buy locally, bank locally and spend locally They are the only other hauler other than BFI who currently provides automated service. The call-in level is less than one-fourth of one percent and are able to handle new growth as shown by the McKinney contract. Communication is very important for start up and it is their desire to provide excellent communications. Receptacles will be provided approximately one (1) week prior to start-up. Rebate of 50% before cost will be provided. Their company provides very little turnover and could provide an excellent service for the citizens of Allen. lr_r. r1' 1_W Al Community Waste Disposal, hrc. has a personal commitment to win and succeed in the community They will provide receptacles approximately two (2) weeks prior to start-up which allows for weather and breakdown. A person would be provided in City Hall the first 30 days to handle the transition period. Service day stickers will be provided and the use of recycling bags will be provided. CWD sells bags for 390 for any overflow items for citizens. All plastics are included in recycling excluding S16. A five-day schedule would be provided, using four (4) trucks. Currently the only franchise contract is held by Kaufman with non -franchised areas working in Dallas County including Dallas, Irving, Addison, Carrollton and several other communities. ALLEN CITY COUNCIL SPECIAL CALLED WORKSHOP MARCH 4, 1997 PAGE 3 City of Plano to Address the Indemnification Issue (Agenda Item II -B) Representatives from the City of Plano discussed the indemnification issue with regard to the "release and hold harmless clause." Refuse collection is a governmental function and thereby has immunity from the community The City of Plano would provide necessary alternatives to the coverage stated in the bid proposal. Further clarification was requested regarding this coverage and limits of liability to be provided to the Council prior to their meeting on Thursday, March 6. Discussion on Providing Yard Waste Collection or Not Providing_ Council (Agenda Item III) Council was informed by representatives from the City of Plano that separate landscape waste is more than just grass clippings It provides for recycling of heavy materials that deletes tonnage from going into the landfill. This is very important in the final numbers. Ouestio a and Answers (Agenda Item IV) All the proponents were asked about street sweeping services. Each company provided those services themselves or would subcontract those services out to another company Mayor Lilly thanked everyone for providing the information and answering questions of the Council this evening and indicated that a decision would be made on Thursday, March 6, if possible. Adioum (Agenda Item V) MOTION: Upon a motion made by Councibnember Gallagher and a second by Councilmember Powyszymki, the Council voted six (6) for and none (0) opposed to adjourn the special called workshop of the Allen City Council at 10:20 p.m. on Tuesday, March 4, 1997 The motion carried.
