Call to Order and Announce a Ouorum is Present (Agenda Item 1)
With a quorum of the Councihnembers present, the workshop session of the Allen City Council was called
to order by Mayor Lilly at 7:08 p.m. on Monday, March 31, 1997, in the Council Chambers of the Allen Public
Library, Two Allen Civic Plaza, Allen, Texas.
Workshop on Desism and Budget of Allen Station Park Phase I (Agenda Item 11)
City Manager Jon McCarty reviewed the original Capital Improvement Program five-year summary sheet.
He showed the original concept was a 50-75 acre park rather than a 110 acre park as we now envision it. The
current design is not just an athletic complex but a total concept for the entire City of Allen. Three (3) items to
consider tonight include (1) Are the design features in keeping with the character of the park? (2) Is the scope of
the project appropriate especially focusing on the roadway? and (3) Can we reasonably afford this project and are
we willing to ask the CDC (Community Development Corporation) for additional funding if need be?
Sheila Condon with Clark Condon Associates reviewed the preliminary plat for Allen Station Park
Currently Phase I includes four (4) softball fields, four (4) 200 -foot baseline baseball fields and one (1) 300 -foot
baseline baseball field Also included is parking for 210 cars in one (1) lot, 60 cars in the other lot with 40 parking
spaces in the St. Mary's area. There are two (2) concessiontrestroom facilities with a playground/picnic area, loop
trails and two (2) soccer fields in the St. Mary's vicinity The core areas will bring a signature to the park. The
materials will be the same as the school district's and will tie together both entities and create "seamlessness."
Various alternates are included consisting of the lighting of the soccer fields, pedestrian lighting in the court
areas and pathway ornamental lightings, and the addition of a pedestrian bridge.
Discussion was held regarding the 300 -foot baseline field versus the 200 -foot baseline field and the cost
differential. Parking is at 75% of peak need at the present time

Aubrey Adcock of Huitt Zollars reviewed the road system throughout the park. Presently Cedar is 37 feet
to the south boundary of the park. The park entry has a median with 13400t roads on either side. Then a 27-foot
road is being planned as a connector road. Discussion was held regarding the 27-foot park road. A traffic impact
study will be completed by Council's Thursday meeting.
Council was informed that a 27-foot street moves traffic as well as something slightly larger in that it also
discourages parking on the roadway The curves in the roadway will limit the capacity of the roadway due to
20 mph curves. Until the road becomes a four-lane roadway, the traffic will not be hindered by the designed width.
Council expressed a desire to avoid at-grade intersections at streets with hike-and-bike trails.
From an engineering point of view, the entire road does not need to be completed in Phase I. However,
unit pricing of the bridges may come in slightly lower if both bridges were installed at the same time.
Council requested information from staff regarding CDC revenues and future projects for that Board if
additional funding were "ear-marked" for Allen Station Park.
To build the entre road in Phase I would provide an additional exit for disbursement of people, it would
also give a beautiful park experience because of the wandering through the trees and landscape However, if the
road were put in, you would also need to spend the extra money on additional hike-and-bike trails or pedestrian
sidewalks. If the Council requested an additional $2.3 million from CDC, the entire roadway could be completed.
Items of Interest (Agenda Item III)
Discussions have been taking place with Joe Jaynes, Commissioner, who has discussed with the County,
Watters Road scheduling. Although this road is not on the system for Collin County to accomplish, it is hoped that
they will continue to consider it this year. Staff was asked to look at other alternatives regarding this project.

MOTION: Upon a motion made by Councilmember Powyszynski and a second by Councilmember Terrell,
the Council voted six (6) for and none (0) opposed to adjourn the workshop session of the Allen
City Council at 9:39 p.m. on Monday, March 31, 1997 The motion carried.
