ALLEN LIBRARY MEETING ROOM TWO ALLEN CIVIC PLAZA Stephen Terrell, Mayor Lonnie Thomas David Kerr, Mayor Pro Tem Doug Gallagher (absent) Dave Powyszynski (absent) Kenneth Fulk Melissa Owen City Jon McCarty, City Manager Judy Morrison, City Secretary Call to Order and Announce a Quorum is Present (Agenda Item 1) With a quorum of the Councilmembers present, the workshop session of the Allen City Council was called to order by Mayor Terrell at 6:35 p.m. on Tuesday, April 29, 1997, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. Purpose of this meeting (Agenda Item II) Staff had previously given reports to the Council and Council received that information prior to making any decisions. Council will be led through exercises that Staff have also been led through regarding an envisioned future for the City of Allen. Envisioned Future Exercises Vivid Description (Agenda Rem HD (Agenda Item HI -A) Assistant City Manager Michael Stanger reviewed envisioning statements from the Boeing Corporation. We need to be confident of success in what we do and project rather than reflect. Council felt we need to look at what we need to build now and make sure it is being built to last — do not compromise quality for quantity Our ALLEN CITY COUNCIL { SPECIAL CALLED WORKSHOP APRIL 29, 1997 PAGE 2 City leaders need to make decisions with the next generation in mind. Leaders will not always make decisions that are popular with the community and it will take boldness from the Council to do this. Council provided information regarding their vision of the City of Allen 20-30 years from now - Meeting the Needs of an Aging Population - Retirees, Housing (Condos) Free-flowing Transportation Revitalization of Neighborhoods Built in the 90's Health Care Build out Park Land Purchase Growth/Expansion of Home Grown Businesses More Private Security Bedford Falls, Mayberry Arts, Cultural Center Regional Services Smaller Local Government due to Regionalism, Technology, Politics, Focus on Core Competencies, Leisure Services Socio -Economic Diversity Home Occupations Most Industry and Retail in Place Large Highland Park/University Park - SH 121 Corridor Provides Skyline User Friendly Open Access Confidence in City Beauty, Mature Landscape, Cleanliness, Recycling Empty School Buildings Cultural and Racial Diversity Build Structures to Last Make Decisions with Next Generation in Mind People Who Respect Government, Land, Each Other People in Public Agencies Make Decisions Cooperatively Willing to Make Decisions That Weren't Popular Suburb of "International City" (Dallas) Metro Transportation Fast, Small Air Travel at Many Local Stops Reasons for Travel? Premier Park System in the Metroplex PAGE 3 (Agenda Item III -B) With regard to the model City of America, we don't know what that means right now but as we go forward we will start defining it and continue to define it even though we may never get there. We are here to define the vision, the philosophy, the way to be the best that we can be and to improve it as we go along. (Agenda Item IV) IP Council will continue to be involved in many issues but less than they have been in the past with regard to the strategic plan. Michael Stanger, Assistant City Manager was asked to provide to the Councilmembers not present tonight a summary of information. For future reference, the starting point of discussion should be the entire list of targets for the Big Hairy Audacious Goal (BHAG). (Agenda Item V) MOTION: Upon a motion made by Councilmember Owen and a second by Councihnember Fulk, the Council voted five (5) for and none (0) opposed to adjourn the special called workshop of the Allen City Council at 10:02 p.m., on Tuesday, April 29, 1997 The motion carried.
