Call to Order and Announce a Ouorum is Present (Agenda Item 1)
With a quomm of the Councilmembers present, the special called session of the Public Hearing on the
Budget of the Allen City Council was called to order by Mayor Terrell at 7:12 p.m. on Tuesday,
August 19, 1997, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Public Hearing on the Budget as Required
by Article 4.04 of the Allen City Charter (Agenda Item II)
City Manager Jon McCarty distributed changes to the FY 1997-98 budget. He also distributed updated
information regarding the Strategic Plan and reviewed those changes with the Council.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the budget
to do so at this time
With no one speaking either for or against the request, Mayor Terrell closed the public hearing.
Council discussed concerns regarding the paramedic coverage. Also, concerns in recruiting or loss of
staff due to the 15 -hour shift were brought up. Council would like to see what it would take to provide the
staffing option given the budget constraints. It was suggested that the Personnel Technician position be
reviewed with regard to this issue.
The City Manager indicated that additional information regarding this topic will be forthcoming at the
regular meeting on Thursday, August 21.

Adjourn (Agenda Item III)
MOTION: Upon a motion made by Councilmember Powyszynski and a second by Councdmember
Gallagher, the Council voted seven (7) for and none (0) opposed to adjourn the special called
session of the Allen City Council at 7:30 p.m. on Tuesday, August 19, 1997 The motion
carried.
