With a quorum of the Councilmembers present, the Joint Meeting of the Allen City Council and the
Planning & Zoning Commission was called to order by Mayor Terrell at 6:25 p.m. on Thursday, September
25, 1997, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas

With a quorum of the Commission members present, the Joint Meeting of the Allen City Council and
the Planning & Zoning Commission was called to order by Chairperson Kelley at 6:25 p.m. on Thursday,
September 25, 1997, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen,
Texas.

City Manager Jon McCarty reviewed the information that had been distributed previously to both the
Council and Commission Councilmember Fulk also distributed information in response to the memo that was
prepared by Staff.

Discussion was held again regarding density definitions, use of Comprehensive Plan Tables, additional
information from the Planning and Zoning Commission to the Council at time of Council public hearing, and
open -space definitions
Due to the complexity of the issue and additional work needed to be done, a Committee was formed to
include two Councilmembers, Kenneth Fulk and Doug Gallagher, two Commissioners, Ross Obermeyer and
Pamela Smith, and two Staff members, Bill Petty and Marcie Diamond, to provide a comprehensive review and
bring findings back to both boards at a future date Parks and Recreation Director Don Horton will provide
input with regard to the open -space issue.

The Planning and Zoning Commission voted to adjourn the Joint Meeting of the Allen City Council and
the Planning & Zoning Commission at 730 p.m. on Thursday, September 25, 1997 The motion carried.
