With a quorum of the Councihnembers present, the Policy Governance Training Session of the Allen
City Council was called to order by Mayor Terrell at 8:45 a.m. on Monday, May 18, 1998, in the Council
Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Workshop Presented by Mr. Bill Chamey (Agenda Item H)
Mr. Charney of Bill Chamey & Associates, Ltd., presented the concepts of Policy Governance.
The Policy Governance Training Session was recessed at 5:10 p.m. on Monday, May 18, 1998.

Workshop Presented by Mr. Bill Charnev (Agenda Item II)
Mr. Chamey assisted the Council in the development of governance policies to the areas of executive
limitations, Council -Staff linkage, and Council governance.
Mayor Pro Tem Kerr and Councilmember Gallagher stepped down from the Council bench and left the
meeting due to prior commitments.
MOTION: Upon a motion made by Counchnember Thomas and a second by Councilmember Fulk, the
Council voted five (5) for and none (0) opposed to pursue the development of a set of
Governance Policies, set the next meeting date as June 23, 1998 and set the proposed adoption
date as June 23. 1998. The motion carried.
Executive Session (Agenda Item III)
The Executive Session was not held.

There were no items of interest.
Adjourn (Agenda Dem V)
MOTION: Upon a motion made by the Allen City Council, the Council voted five (5) for and none (0)
opposed to adjourn the Policy Governance Training Session of the Allen City Council at 6:00
p.m. on Tuesday, May 19, 1998. The motion carried.
