Call to Order and Announce a Quormn is Present (Agenda Item 1)
With a quomm of the Councilmembers and Trustees present, the Joint Workshop of the Allen City
Council and the Allen Independent School District Board of Trustees was called to order by Mayor Terrell and
President Stein at 6:30 p.m. on Thursday, October 22, 1998, in the Training Room, Allen Fire Station k4, 615
North Alma, Allen, Texas
Review Drug -Free Community Action Plans (Agenda Item II)
This spring an outdoor concert is being planned. A part of the program will include a no-dmg band.
The AISD's voluntary ding testing program has been very successful.
L The City's Narcotic Unit will be expanded and a drug hot line is being implemented similar to the
Crone Stoppers hot line. The expansion of the police academy has been very successful with police/student
relationships being encouraged.

Discuss Natatorium Facility Program and Operating (Agenda Item III)
Costs
A presentation was made on the Natatorium Program including the goals of the study, design elements,
method of projection, expenses and the funding timeline.
The City and AISD need to review any already owned land, infrastructure costs, and time usage,
operational issues, etc. Council and the Trustees agreed to assemble teams from both entities to reach the
deltas needed for completion of the program. The group was reminded that in dollars are tax dollars whether
City or AISD. Both entities will determine how much they are willing to spend on the natatorium and which
option would accommodate the programs of most benefit to the entire community
The bodies agreed to direct both City and AISD staff to review the deltas and present recommendations
to the elected bodies at a future date. Both bodies must agree on the deltas before proceeding to the next step.
Items to be determined are the Full Master Plan, Equity, and Operations.
President Stein and Mayor Terrell will research land equity and infrastructure including the parameters
of what staff are to come to closure on. Each elected body will receive a copy of the parameters prior to
finalization of the program.
Status Reports (Agenda Item IV)
A. School Resource Officers (SRO)
The SRO relationship is one of most effective in the community Security is the number one
problem in the educational system.
B. SH 5 Reconstruction
The bid opening is scheduled for Tuesday, November 10, 1998. Contract negotiations should
be completed within 45 days of the bid opening with construction set to begin on January 1,
1999 The project completion date is expected in December 2000 The contract is for a 24 -
month period, calendar days only
Adiourn (Agenda Item V)
MOTION: Upon a motion made by Trustee Garcia and a second by Trustee Meek, the Board of Trustees
voted six (6) for and none (0) opposed to adjourn the Special Called Joint Workshop Meeting at
8:18 p.m on Thursday, October 22, 1998. The motion carried.
