Call to Order and
Announce a Quorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the Special Called Workshop of the Allen City Council
was called to order at 8:21 a m. on Saturday, July 24, 1999, in the Council Chambers of the Allen Public
Library, Two Allen Civic Plaza, Allen, Texas.
Workshop on Large Lot Development (Agenda Item Iq
City Manager Peter Vargas welcomed the participants and introduced the facilitator, Karen Walz, for
the workshop.
Ms. Walz discussed the objectives and ground roles for discussion. The following issues were
addressed during the workshop: Large Lots, Neo -Traditional, Other "Missing" Housing Choices, Changing the
Balance/Mix among Housing Types, Design and Quality issues and Other Facilities, Services and Amenities.
. Council discussed Ends Policy options and implementation tools for each of the issues addressed
Council directed Staff to draft a set of Ends policies for Council approval based on the following points.
1) Large Lots - estate option, decompression, and diversified design standards

2) Neo -Traditional - architectural standards, promotion of pedestrian transportation, open space, mix
of uses, and range of housing types.
3) Other "Missing" Housing Choices - senior/retirement housing and starter/young workers housing
4) Changing the Balance/Mix among Housing Types - points discussed in previous issues.
5) Design and Quality Issues - quality construction and neighborhood outcome.
6) Other Facilities, Services and Amenities - ease congestion and options for non -drivers
