Call to Order and Announce a Ouorum is Present (Agenda Item I)
With a quorum of the Councilmembers present, the special called session of the Public Hearing on the
Budget of the Allen City Council was called to order by Mayor Terrell at 7 10 p in. on Tuesday.
August 17, 1999, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas.
Public Hearing on the Budget m Required by Article (Agenda Item II)
4.04 of the Allen Citv Charter
City Manager Peter Vargas reviewed revisions to the FY 1999-2000 budget. The revisions included:
• Reducing the tax rate to $0.574 per $100 valuation.
• Increasing Commercial Permit revenues of $250,000.
• Including $75,000 in the General Fund revenue budget for rollback tax collections.
• Revising the Parks and Recreation budget to reflect the addition of a new Athletic Complex
Mowing Crew at a cost of $114,342 and including funds for a new Youth After -School program
in the amount of $25,000.
Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the
budget to do so at this time.
With no one speaking either for or against the request, Mayor Terrell closed the public hearing.
�ICouncil commended the City Manager and staff for providing the revised FY 1999-2000 budget to
Council so soon after the Budget Workshop.

MOTION: Upon a motion made by Councilmember Thomas and a second by Councdmember Owen, the
Council voted five (5) for and none (0) opposed to adjourn the special called session of the
Allen City Council at 7:21 p.m on Tuesday, August 17, 1999 The motion carried.
