Mixed Use Neo -Traditional Development Elements 4. Illustrations of Elements of Mixed Use Neo -Traditional Development Facilitator Karen Walz reviewed the discussions and decisions by Council at the previous Workshop held in July Council agreed on the following four issues: 1) Quality, 2) Community, 3) Variety, and 4) Compatibility The following objectives were set: 1) Provide a variety of housing choices, 2) Economic well- being and quality of life; 3) Transportation options, and 31 A set of tools Ms. Walz also reviewed the six End Policy issues that Council discussed and agreed upon at the Workshop. Other Issues (Agenda Item III) A. Non -Residential Design Standards 1. Landscaping Regulations 2. Lighting Regulations 3. Off -Street Parking and Loading 4. Other Standards Planning Director Marina Sukup reviewed the proposals for Large Lot Zoning Districts, elements of Neo -Traditional Design to establish standards and proposed design standards for non-residential developments. The standards recommended for the Large Lot Zoning Districts represent a minimum in the new districts. She stated that lots larger than the minimum could be constructed within any zoning district and reduced infrastructure requirements could be an incentive for this type of development. The Neo -Traditional Design is precluded by existing requirements in the City's zoning and construction regulations. She requested Council direct staff to initiate the process for formal consideration of Large Lot Zoning Districts R-1 and R-1.5, direct the Planning and Zoning Commission for action by the City Council in the future, and direct staff to initiate the process for formal consideration for standards deemed appropriate for further consideration. The Council and Planning and Zoning Commission agreed on the following questions: 1. Do we want to make this zoning available9 2. What standards do you want to set? 3. Where do you want the districts? Discussion included design standards and maintenance of bar ditches within Large Lot Districts and the development of the Central Business District in a typical Neo -Traditional style, possibly providing partnerships for the City with developers Council directed staff to research possible incentives for Large Lot developments. Staff will develop additional information, including comparisons from surrounding cities, for the Council and Planning and Zoning Commission to review at a later date.
