Vargas, City Manager Judy Morrison, City Secretary Pete Smith, City Attorney Call to Order and Announce a Quorum is Present With a quorum of the Councdmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:06 p.m. on Thursday, May 4, 2000, in the Council Chambers of the Allen Public Library, Two Allen Civic Plaza, Allen, Texas. Items discussed in the preceding workshop included: • Update Regarding the Golf Course Study Public Recognition 1. Citizens' Comments. 2. Presentation from Richardson Fire Department Recognizing City of Allen Fire Department Personnel. 3. Presentation of Plaques -of -Appreciation to Former Members of Various Boards. City Secretary Judy Morrison administered the Oaths -of -Office to the following newly appointed members of the following Boards and Commission. Allen Arts Alliance Expiration Date Place No. 4 - Lauren Jones September 30, 2002 Keep Allen Beautiful Board Expiration Date Place No. 6 - Sheila Curtis September 30, 2002 Mayor Terrell presented those attending a Certificate -of -Appointment certifying their new position and expressed a welcome and a sincere thanks to the members who are serving their community 5. Presentation to City Council by the Parks and Recreation Department Regarding the Merit Award for Allen Station Park. 6. Presentation of a Proclamation to City Secretary Judy Morrison Recognizing Municipal Clerks Week. Consent Agenda MOTION: Upon a motion made by Councilmember Bartlemay, the Council removed the following item from the consent agenda 10. Approve a Resolution Denying the Application of TXU Electric to Close, Modify or Delete Certain Tariffs. MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Bartlemay, the Council voted sin (6) for and none (0) opposed to approve and adopt all remaining items on the consent agenda as follows: 7. Approve Minutes of the April 20, 2000, Regular Meeting. 8. Receive Quarterly Financial Report for Period Ending March 31, 2000. 9. Receive Quarterly Investment Report for Period Ending March 31, 2000. it. Approve a Resolution Authorizing the Submission of a Grant Application to the State of Texas Criminal Justice Division. ALLEN CITY COUNCIL REGULAR MEETING MAY 4, 2000 PAGE Resolution No. 1828-500(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Authorizing the Submittal of a Grant Application for Funding of a Juvenile Crime Diversion Program to the State of Texas Criminal Justice Division for Consideration for Funding Under the Juvenile Accountability Incentive Block Grant Program; and Acknowledging a Ten Percent Local Match for Overall Project Cost for any Approved Funded Project 12. Receive CIP (Capital Improvement Program) Status Report. The motion carried. 10. Approve a Resolution Denying the Application of TXU Electric to Close, Modify or Delete Certain Tariffs. MOTION: Upon a motion made by Councilmember Gallagher and a second by Councilmember Owen, the Council voted six (6) for and none (0) opposed to remove this item from consideration. The motion carried Regular Agenda 13. TABLED ITEM: Adopt an Ordinance Granting a Change in Zoning of 50± Acres of Land from Agriculture/Open Space to Planned Development No. 88 Containing Shopping Center and Single Family Residential Uses for Allen Exchange J.V. on Property Located at the Northeast Corner of Exchange Parkway and Malone Road. MOTION: Upon a motion made by Councilmember Gallagher and a second by Councilmember Bartlemay, the Council voted six (6) for and none (0) opposed to remove this item from the table. The motion carried. MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Fulk, the Council voted six (6) for and none (0) opposed to table consideration of this item to the May 18 Regular Meeting of the Allen City Council. The motion carried. 14. Conduct a Public Hearing and Consider Approval of an Ordinance Granting a Change in Zoning to Authorize a Revised Specific Use Permit for a Gasoline Station with a Convenience Store on 1± Acres of Land Located at 1019 South Greenville Avenue as Requested by Mr. Quik Addition No. 2. Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request to do so at this time. MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Owen, the Council voted six (6) for and none (0) opposed to continue the Public Hearing to May 18 ERegular Meeting of the Allen City Council. Reconvene and Consider Action on Items Discussed during Executive Session. Adjourn PAGE MOTION: Upon a motion made by Mayor Pro Tem Kerr and a second by Councilmember Owen, the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen City Council at 8:13 p.m. on Thursday, May 4, 2000.
