Citizens' Comments. Mr Joe Jaynes, Collin County Commissioner, presented checks for $2,126,500 for Stacy Road, west of US 75 and $1,900,000 for Alma Road. This was the county's portion of these roadways. Boy Scout Troop 79 visited the Council meeting to fulfill the requirements for earning their Citizenship Badge. Consent Agenda MOTION: Upon a motion made by Councdmember Thomas and a second by Councilmember Buchanan, the Council voted six (6) for and none (0) opposed to approve and adopt all items on the consent agenda as follows: Peter H. Approve minutes of the July 20, 2000, Regular Meeting. 3. Set August 22, 2000, as the Public Hearing Date Regarding the City Budget in Accordance with Section 4.04 of the City Charter. 4. Set August 29, 2000, as the Public Hearing Date Regarding the Fiscal Year 2000-2001 City Tax Rate in Accordance with the Texas Truth -in -Taxation Statute. 5. Adopt a Resolution Reauthorizing the Investment Policy for the City of Allen. Resolution No. 18574"0(Rl: A Resolution of the City Council of the City of Allen, Collin County, Texas, Re -Adopting a Policy for the Investment of Municipal Funds; and Providing an Effective Date. 6. Adopt a Resolution Supporting North Texas Municipal Water District's Development of the SH 121 Site for the Development of a Regional Solid Waste Disposal Facility. Resolution No. 1858-8-01)t11I: A Resolution of the City Council of the City of Allen, Collin County, Texas, Endorsing North Texas Municipal Water District's Development of the Highway 121 Site for Development as a Regional Solid Waste Disposal Facility. 7. Designate Weaver and Tidwell, L.L.P., as the Audit Firm for the City of Allen for a Three -Year Term with an Option to Extend for Two Years. The fee for audit services for fiscal year 1999-2000 financial statements will be $32,000. An additional fee of up to $10,000 will also be paid during 2000-01 for services related to the implementation of GASB 34. Costs for the 2001 and 2002 financial statement audits will be $34,000 and $35,700, respectively. 8. Receive the Quarterly Investment Report for the Period Ending June 30, 2000. 9. Receive the Quarterly Financial Report for the Period Ending June 30, 2000. 10. Receive the Summary of Property Tax Collections as of June 30, 2000. it. Receive the CIP (Capital Improvement Program) Status Report. The motion carried 12. Award the Bid, Authorize Execution of a Contract with Jeske Construction Company in the Amount of $539,359.60 for Mustang Creek Channel Improvements and Set a Budget of $650,000. MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Full-, the Council voted six (6) for and none (0) apposed to postpone this item until the August 17, 2000, Council meeting The motion carred. ALLEN CITY COUNCIL REGULAR MEETING AUGUST 3, 2000 PAGE 3 13. Authorize Amendments to the Contract with HDR Architecture, Inc., for the Central Fire Station with Administrative Offices to Include a Design Plan for a Fire Fighter Training Facility. MOTION: Upon a motion made by Councilmember Owen and a second by Councilmember Falk, the Council voted six (6) for and none (0) opposed to authorize the City Manager to execute an amendment to the design and development plan contract with HDR Architecture, Inc., to include a Training Facility composed of a [mining building and a training tower for an additional fee of $77,190 and set a budget of $1,205,000 for the Training Facility The motion carred. 14. Adopt an Ordinance Amending the Cade of Ordinances, Chapter 3, Animal Control in its Entirety and Provide that Charges and Fees for Animal Services be Set by Resolution. Ms Luetta Probst, 812 Sycamore Creek Road, Allen, Texas 75002, requested further definition of "loud and unreasonable barking." Ordinance No. 1859-8-00: An Ordinance of the City Council of the City of Allen, Collin County, Texas, Amending the Code of Ordinances by Amending Chapter 3, Animal Control, in its Entirety; Providing a Severability Clause; Providing a Repealing Clause, Providing a Savings Clause; Providing a Penalty of Fine not to Exceed the Sum of Five Hundred Dollars ($500) for Each Offense, Except Where a Different Penalty has been Established by State Law for Such Offense, or for any Violation of any Provision Which Governs Public Health or Sanitation Which Shall be Punished by Penalty of Fine not to Exceed the Sum of Two Thousand Dollars ($2,000) for Each Offense; and Providing an Effective Date. When an ordinance is passed, key changes need to be presented to citizens through the Municipal Messenger or other means A written procedure will be developed to deal with the enforcement issue through the Animal ControllMunicipal Court Departments. The investigation side also needs to be very clear. MOTION: Upon a motion made by Councilmember Thomas and a second by Councilmember Bartlemay, the Council voted six (6) for and none (0) opposed to adopt Ordinance No. 1859-8-00 as previously captioned. The motion carred. 15. Adopt a Resolution Amending Charges and Fees for Animal Control Services. Resolution No. 1860-8-00(R): A Resolution of the City Council of the City of Allen, Collin County, Texas, Establishing the Fees Authorized by Chapter 3 of the Code of Ordinances Regarding Animal Control, Providing a Repealing Clause; and Providing an Effective Date. MOTION: Upon a motion made by Councilmember Folk and a second by Councilmember Owen, the Council voted six (6) for and none (0) opposed to adopt Resolution No. 1860-8-00(R) as previously captioned The motion earned. ALLEN CITY COUNCIL REGULAR MEETING AUGUST 3, 2000 PAGE 4 16. Motion to Direct the City Manager to Negotiate a Contract with the Allen Chamber of Commerce for the Use of Allen Station Park for a Christmas Lights Event. There was no action taken on this item. Other Business 17. Calendar • August 1 — 17th Annual National Night OutBethany Lakes Park/6-10 p.m • August 11-13 — Council Budget Workshop • August 12 — Bond Election • August 17 — Canvass of the Election • August 22 — Public Hearing on the Budget • August 29 — Public Hearing on the Tax Rate 18. Items of Interest Council recommended that an Ad Hoc Committee be established for all major City projects. This topic will be discussed at the upcoming Budget Workshop. Executive Session The Executive Session was not held. 19. Reconvene and Consider Action on Items Discussed during Executive Session. MOTION: Upon a motion made by Councilmember Owen and a second by Councdmember Buchanan, the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen City Council at 8:40 p.m. on Thursday, August 3, 2000.
