Smith, City Attorney Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called to order by Mayor Terrell at 6'35 p.m. on Thursday, May 10, 2001, in the Council Chambers of the Allen City Hall, One Allen Civic Plaza, Allen, Texas. Pledge of Allegiance Consider All Matters Incident and Related to the General Election Held on May 5, 2001 Canvass of Election Returns. City Secretary Judy Morrison reviewed for the City Council the election returns for the City Council General Election of the Councilmembers Place Nos 1, 3 and 5 and the Special Election of the Charter propositions. She distributed and reviewed handout materials including early voting totals, Election Day totals, and the combined Election Day and early voting totals She also reviewed voting statistics including the number of registered voters, 26,821, and 1,071 total votes, which indicated a 3 9% voter turnout. The precinct totals verified the following results: PROPOSITION NO. 2: "Shall Article II, Section 2.15 of the Allen City Charter be amended to provide that the City Council conduct at least one meeting each month on a day and at a time established by resolution of the City Council." "FOR" 490 463 953 "AGAINST" 35 42 77 2. Approve a Resolution Declaring the Results of the General and Special Election. RESOLUTION NO. 1940-5-OI(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE RESULTS OF THE GENERAL AND SPECIAL ELECTION OF THE CITY OF ALLEN HELD ON MAY 5, 2001, FOR CITY COUNCB-MEMBERS AND PROPOSED AMENDMENTS TO THE HOME RULE CITY CHARTER; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion by Mayor Pro Tem Gallagher and a second by Councilmember Fulk, the Council voted six (6) for and none (0) opposed to approve Resolution No. 1940-5-01(R) as previously captioned. The motion earned. 3. Administration of Oaths -of -Office and Presentation of Certificates -of -Election. City Secretary Judy Morrison administered the Oaths -of -Office to newly elected Councilmembers Debbie Stout, Place No. 1, and Bill Petty, Place No. 3 and re-elected Councilmember Kenneth M Fulk, Place No. 5. Mayor Terrell presented the Certificates -of -Election to Councilmember; Stout, Petty and Fulk and offered congratulations to those individuals. 4. Election of Mayor Pro Tem. The Mayor opened the Boor for nominations. Councilmember Petty nominated Councilmember Fulk. Councilmember Stout nominated Councilmember Owen. MOTION: Upon a motion made by Councilmember Fulk and a second by Councilmember Bartlemay, nominations ceased. The vote was declared a tie when Councilmembers Petty, Fulk and Bartlemay cast votes for Councilmember Fulk and Councilmembers Stout, Owen, and Mayor Terrell cast votes for Councilmember Owen. After reconsideration, Councilmember Bartlemay changed her vote to Councilmember Owen, electing Councilmember Owen as Mayor Pro Tem. The motion carried by malon y vote. E5. Items of Interest. ALLEN CITY COUNCIL SPECIAL CALLED MEETING MAY 10, 2001 PAGE 5 Adjourn MOTION: Upon a motion made by Mayor Pro Tem Owen and a second by Councilmember Bardemay, the Council voted six (6) for and none (0) opposed to adjourn the Special Called Meeting of the Allen City Council at 7:09 p.m. on Thursday, May 10, 2001.
