Call to Order and Announce a Quorum is Present. With a quorum of the Councilmembers present, the special called meeting to hold public hearings on the budget and the tax rate was called to order by Mayor Terrell at 7.00 p.m. on Tuesday, August 28, 2001, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. 2. Public Hearing on the Budget as Required by Article 4.04 of the Allen City Charter. Mayor Terrell opened the public hearing and asked for anyone wishing to speak on this item to do so at ins time. Lenwood Nelson, 1429 Quanah Court, Allen, is gratified that the City has lowered the tax rate but requested the City look at what is absolutely necessary in this period of possible recession. With no one else wishing to speak, Mayor Terrell closed the public hearing. 3. Public Hearing on the Tax Rate as Required by the Texas Truth -in -Taxation Law. Mayor Terrell opened the public hearing and asked for anyone wishing to speak on this item to do so at this time. ALLEN CITY COUNCIL SPECIAL CALLED MEETING AUGUST 28, 2001 PAGE Don Thomas, 1000 Timberline, Allen, expressed concern regarding Allen's substantial tax rate and asked that the Council consider this rate very seriously. Linwood Nelson, 1429 Quanah Court, Allen, asked that the City look at areas in the budget that could be cut back to curb various "wants" and fund only "needs." With no one else wishing to speak, Mayor Terrell closed the public hearing. 4. Items of Interest. The Mayor requested concurrence from Council that Gary Rodenbaugh be re-elected as director on the Collin County Central Appraisal District. Council agreed Mr. Rodenbaugh should continue on the Board. The Mayor also asked for possible nominees for the replacement of Sharon Brazeal on the Central Appraisal District Board. He asked that suggestions be directed either to him or to the office of the City Manager. Boy Scout Troop 740, working on merit badges in Communications, Citizenship and Community Service, were recognized by the Council. 5. Adjourn. MOTION: Upon a motion made by Mayor Pro Tem Owen and a second by Councilmember Stout, the Council voted six (6) for and none (0) opposed to adjourn the special called meeting to hold public hearings on the budget and the tax rate at 7:32 p.m. on Tuesday, August 28, 2001.
