Smith, Attorney (absent) Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called to order by Mayor Terrell at 6:02 p.m. on Monday, November 11, 2002, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Pledee of Alleaiance Consider All Matters Incident and Related to the Special Bond Election Held on November 5, 2002 Canvass of Election Returns. City Secretary Judy Morrison reviewed for the City Council the election returns for the Special Bond Election. She distributed and reviewed handout materials including early voting totals, election day totals, and the combined election day and early voting totals. She also reviewed voting statistics including the number of registered voters, 36,939, and total votes, 15,147, which indicated a 41% voter turnout. The precinct totals verified the following results: ALLEN CITY COUNCIL SPECIAL CALLED MEETING NOVEMBER 11, 2002 PAGE 2 EARLY VOTES REGULAR VOTES TOTAL VOTES CAST CAST CAST PROPOSITION NO. 1: "The Issuance of $19,500,000 General Obligation Bonds for a Performing Arts Center." "FOR" 1,934 3,768 5,702 "AGAINST" 1,748 2,870 4,618 PROPOSITION NO. 2: "The Issuance of $4,000,000 General Obligation Bonds for a Senior Citizens Recreational Facility.' "FOR" 2,690 4,715 7,405 "AGAINST" 1,002 1,900 2,902 2. Approve a Resolution Declaring the Results of the Special Election. RESOLUTION NO. 2109-11-02(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, CANVASSING THE RETURNS AND DECLARING THE RESULTS OF THE BOND ELECTION HELD NOVEMBER 5, 2002. d MOTION: Upon a motion by Councilmember Obermeyer and a second by Councilmember Stout, the Council voted six (6) for and none (0) opposed to approve Resolution No 2109-11-02(R) as previously captioned. The motion carried. 3. Items of Interest. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemay, the Council voted six (6) for and none (0) opposed to adjourn the Special Called Meeting of the Allen City Council at 6.10 p.m. on Monday, November 11, 2002.
