Smith, Attorney Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7 14 p.m. on Tuesday, March 11, 2003, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Items discussed in the preceding workshop included: • Briefing Regarding Establishing a Policy Waiving Certain Fees for Independent School District Projects within the City of Allen • Discussion Regarding an Ordinance Prohibiting Smoking in Public Areas of Businesses except in Designated Smoking Areas Pledee of Alleeiance 1. Citizens' Comments. 2. Present a Plaque -of -Appreciation to Ms. Wendy Gardner, former Keep Allen Beautiful Board Member. 3. Presentation by Mr. Greg Roemer, President and/or Mr. Robert Medigovich, Municipal Coordinator with Community Waste Disposal, Inc. Regarding the CWD Annual Report for 2002. 4. Presentation of Proclamations by the Office of the Mayor. ALLEN CITY COUNCIL REGULAR MEETING MARCH 11, 2003 PAGE • Presentation of a Proclamation to Fire Chief Bill Hawley and Fire Marshal Craig Gillis Proclaiming March 16-22, 2003, as Poison Prevention Week. • Presentation of a Proclamation to Laura Morrow, Representative for the American Red Cross of North Texas, Proclaiming March 2003 as American Red Cross Month. • Presentation of a Proclamation to Herb Miller, Purchasing Manager, and Ann Maas, Buyer, Proclaiming March 2003 as Purchasing Month. • Presentation of a Proclamation to Steve Massey, Director of Community Services, Donna Kliewer, Recycling/Solid Waste/HHW Coordinator, and Members of the Keep Allen Beautiful Board Proclaiming March 2003 as Adopt -A -Highway Month. 5. Presentation of Plaques -of -Appreciation to Adopt -a -Highway Groups by the City Council, Donna Kliewer, Recycling/Solid Waste/HHW Coordinator and the Keep Allen Beautiful Board. • Plaques -of -Appreciation were presented to the following honored groups: Bahai's of Allen, Billy Joe Chapin Family, First United Methodist Men, Sunrise Rotary Club of Allen, and Susan Bernard. Consent Agenda MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Obermeyer, the Council voted five (5) for and none (0) opposed to approve and adopt the consent agenda as follows: 6. Approve Minutes of the February 25, 2003, Regular Meeting. 7. Adopt a Resolution Approving the Neighborhood Park Master Plans for Story Park and Stacy Ridge (Country Brook) Neighborhood Park. RESOLUTION NO. 2143-3-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE STORY PARK AND STACY RIDGE (COUNTRY BROOK) NEIGHBORHOOD PARK MASTER PLANS, AND PROVIDING AN EFFECTIVE DATE. 8. Adopt a Resolution Authorizing the City Manager to Accept the Local Law Enforcement Block Grant from the United States Department of Justice, Bureau of Justice Assistance in the Amount of $11,029. RESOLUTION NO. 2144-3-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, TO ACCEPT A LOCAL LAW ENFORCEMENT BLOCK GRANT FROM THE UNITED STATES DEPARTMENT OF JUSTICE, BUREAU OF JUSTICE ASSISTANCE IN THE AMOUNT OF $11,029; AND PROVIDING AN EFFECTIVE DATE. ALLEN CITY COUNCIL REGULAR MEETING MARCH 11, 2003 PAGE 3 9. Award Bid and Authorize Execution of a Contract with Roadway Solutions, Inc. for the Installation of Traffic Signals at the Intersection of Bethany Drive and Aylesbury Drive and Establish a Project Budget of $88,500. Council authorized the City Manager to execute a contract with Roadway Solutions, Inc. for the installation of traffic signals at Bethany Drive and Aylesbury Drive for an amount not to exceed $65,999 and establish a protect budget of $88,500 10. Receive the Summary of Property Tax Collections as of January 2003. The motion earned. 11. CONTINUED ITEM: Adopt an Ordinance Approving the 2002-2012 Comprehensive Plan. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember McGregor, the Council voted five (5) for and none (0) opposed to remove this item from the table. The motion carried. MP ORDINANCE NO. 2145-3-03: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ADOPTING THE 2002-2022 COMPREHENSIVE PLAN, REPEALING ORDINANCE NO. 1616-7-98; PROVIDING FOR A SEVERABILITY CLAUSE; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE. MOTION: Upon a motion made by Mayor Pro Tem Fulk and a second by Councilmember Obermeyer, the Council voted five (5) for and none (0) opposed to approve and adopt Ordinance No. 2145-3-03 as previously captioned. The motion carred. 12. Consider an Appointment to Place No. 5 of the Keep Allen Beautiful Board. The Council Nominating Committee will bring forward a nomination at the March 25, 2003, Council meeting. 13. Calendar. • March 19 — Last Day for Council Candidates to File for General Election • March 20 —Drawing for Placement on the Election Ballot/City Secretary's Office/8:30 a.m. • April 7 —TRIAD Meeting/6.00 p.m. 14. PAGE MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember McGregor, the Council voted five (5) for and none (0) opposed to adjourn the regular session of the Allen City Council at 8.20 p.m. on Tuesday, March 11, 2003.
