With a quorum of the members present, the Triad Meeting was called to order by Mayor Steve Terrell, Chair Bob Rothe, and President John Garcia at 6:05 p.m. on Thursday, April 7, 2003, in the Training Room at the Ronald E. Gentry Training Facilities of the Central Fire Station located at 310 Century Parkway, Allen, Texas. Briefing Regarding Establishing a Policy Waiving Certain Fees for Independent School District Projects within the City of Allen. Mr. John Baumgartner reviewed the proposed policy waiving certain fees for Independent School District projects within the City of Allen. Ms. Jenny Preston expressed concern over the impact of the fees on the 1998 Bond Package since AISD is nearing completion of the projects list for the Bond Package. The AISD Trustees requested the Council consider alternative ways for AISD to pay these fees. TRIAD REGULAR MEETING April 7, 2003 PAGE 3. Discussion Concerning a Possible Joint City/Allen ISD Project Regarding Radio Broadcasting the City Council Meeting and the Allen ISD Board of Trustees Meeting. Ms. Shelli Siemer reviewed the proposed joint venture and costs. While AISD has a radio broadcasting program, it does not have a radio station. This project would require the City to purchase air time in order to air prerecorded tapings of its meetings. At this time, the Council decided the costs of the project made it unfeasible to pursue. 4. Discussion Regarding the Tax Increment Financing (TIF) Program. Mr. Kevin Hammeke gave a presentation regarding the TIF program. This program would provide a financial tool to help redevelop a designated area within the City Mr Steve West, Assistant Superintendent of Finance and Operations, Allen ISD, expressed interest in exploring this opportunity further. 5.
