Smith, Attorney Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:12 p.m. on Tuesday, July 8, 2003, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas Items discussed in the preceding workshop included • Discussion Regarding Development Issues Associated with the Central Business District (CBD) • Legislative Update Public Reco¢nition 1. Citizens' Comments. • Tim Dentler, Director of Parks and Recreation, introduced Lori Smeby as the newly hired Assistant Director of the Parks and Recreation Department. • Council recognized Scouts Chris Jackson, Nick Thomas, and Jeff Lamkins from Boy Scout Troup 306 for working on merit badges in communications. The Mayor presented a Plaque -of -Appreciation to Mr. Michael Almassi, a member of the Board of Adjustment from October 2000 to June 2003. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Pacheco, the Council voted seven (7) for and none (0) opposed to approve and adopt the consent agenda as follows: Approve Minutes of the June 24, 2003 Regular Meeting. Adopt a Resolution Registering the City's Opposition to the Creation of Collin County Municipal Utility District No. 1. RESOLUTION NO. 2185-7-03(Rl: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS (THE "CITY"), REGISTERING THE CITY'S OPPOSITION TO THE CREATION OF COLLIN COUNTY MUNICIPAL UTILITY DISTRICT NO, 1, AND THE NEED FOR A PUBLIC HEARING TO DELIBERATE THE MATTER; AND PROVIDING AN EFFECTIVE DATE. 5. Adopt a Resolution Approving Amendments to the Investment Policy. RESOLUTION NO. 2186-7-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDED POLICY FOR THE INVESTMENT OF MUNICIPAL FUNDS, AND PROVIDING AN EFFECTIVE DATE. 6. Adopt a Resolution Authorizing Participating in the TexSTAR Investment Pool. RESOLUTION NO. 2187-7-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY OF ALLEN TO INVEST FUNDS JOINTLY WITH OTHER TEXAS LOCAL GOVERNMENTS IN TEXSTAR, AUTHORIZING THE CITY MANAGER EXECUTE THE APPLICATION FOR PARTICIPATION IN TEXSTAR; AND PROVIDING AN EFFECTIVE DATE. 7. Authorize Execution of a Real Estate Contract with Mr. Jack Wood Regarding the Purchase of a 1.11 Acre Tract of Land for Approximately $77,500 plus Closing Costs for the Historic Village on St. Mary Drive. 8. Authorize Execution of a Real Estate Contract with Ms. Wyvonne Brecheen, Independent Executrix of the Estate of Mr. Dudley Robertson, for Approximately $29,806.05 plus Closing Costs for Right -of -Way for the St. Mary Drive Construction Project. Award Bid and Authorize Execution of a Contract with Quantum Contracting, Inc., for Construction of the Ola Sanitary Sewer Improvements and Establish a Project Construction Budget of $955,850. Reconvene and Consider Action on Items Discussed during Executive Session. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember McGregor, the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City Council at 7:25 p.m. on Tuesday, July 8, 2003.
