With a quorum of the members present, the Triad Meeting was called to order by Mayor Pro Tem Kenneth Fulk, Chair Bob Rothe, and President John Garcia at 6:11 p.m. on Monday, September 29, 2003, in the Training Room at the Ronald E. Gentry Training Facilities of the Central Fire Station located at 310 Century Parkway, Allen, Texas. Discussion Regarding the Tax Increment Financing (TIF) Program, Implications and Benefits. Discussion was held regarding the impact a TIF Program would have on the Allen Independent School District. AISD would be penalized regarding state aid it receives based on the current calculations used to determine the taxable value of the property located within the district boundaries by the State. TRIAD REGULAR MEETING SEPTEMBER 29, 2003 PAGE City and AISD staffs were asked to develop models to demonstrate the impact a TIF could have if a potential project were to develop. 3. Presentation on Changing Demographics for Allen and the Implications for the City and AISD. Ken Helvey and Brad Lancaster updated Triad members on the district's projected demographics for 2003 — 2016. The district is projecting an enrollment of 19,658 students at build -out in 2016. 4. Discussion of Facilities — Short -Term and Long -Term. Tim Dentler discussed the possibility of the stadium project including the City/AISD partnership, potential uses, and programming needs and opportunities for this project A project of this size could cost $20-25 million Both the City Council and AISD Trustees expressed interest in studying this project farther. Steve Massey provided an update on the needs assessment for a City Service Center He discussed the pros and cons of building ajoint use facility for the City and AISD both in and out of the city limits. 5. Items of Interest. • Approve TRIAD Meeting Dates for the 2004 Calendar Year. i' Monday, February 2, 2004 —City of Allen will host r Monday, October 4, 2004 — Chamber of Commerce will host 6. Adjourn. The Allen City Council, Allen ISD Board of Trustees and the Chamber of Commerce Executive Committee voted to adjourn the Triad Meeting at 7 46 p.m. on Monday. September 29, 2003. The motion carried.
