Smith, City Attorney Call to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:00 p.m. on Tuesday, November 11, 2003, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Items discussed in the preceding workshop included: • Taping of Holiday Message • Viewing of the "New Employee Video" • Viewing of the "Ask the Mayor" Segment from the October "Access Allen" Broadcast Pledge of Allegiance Girl Scout Troop 0069 conducted the Flag Ceremony. Public Recognition Veterans' Day Tribute. Taps was played by Allen High School Senior, Zak Bennett. 3. Citizens' Comments. ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 11, 2003 PAGE Doug Gallagher, 204 Glenwick Place, Allen, Texas, requested Council consider freezing the taxes for senior citizens and to consider extending a homestead exemption to all taxpayers in Allen 4. Ben Ferguson, Chair of the Parks and Recreation Board, will review the Parks and Recreation Board's Annual Report to the City Council. 5. Presentation from the Collin County Constables regarding their partnership with the Keep Allen Beautiful Board and the City of Allen. 6. Presentation of Plaques -of -Appreciation to individuals for their service with the City of Allen. The Mayor presented a plaque -of -appreciation to Constable Bob Bell for his efforts to control illegal dumping, involve youth in environmental and beautification projects, and educating the public in environmental endeavors in the City of Allen. 7. Presentation of Proclamations by the Office of the Mayor: • Presentation of a Proclamation to Representatives of the Allen Police Department Proclaiming the Weeks of November 18 — December 1, 2003, as Click It or Ticket. • Presentation of a Proclamation to Representatives of the Planning and Development Department Proclaiming November 18, 2003, as CIS Dav Consent Agenda MOTION: Upon a motion made by Councdmember Bartlemay and a second by Councilmember McGregor, the Council voted seven (7) for and none (0) opposed to approve and adopt the consent agenda as follows: Approve Minutes of the October 28, 2003, Regular Meeting. Set Saturday, January 31, 2004, as the Date for the Strategic Planning Session with City Council and the Executive Staff. 10. Adopt a Resolution Removing East Main Street (FM 2170) between Greenville Avenue and FM 2551 from the Texas Department of Transportation Highway System. RESOLUTION NO. 2234-11-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, REQUESTING THE REMOVAL OF EAST MAIN STREET (FM 2170) FROM THE TEXAS HIGHWAY SYSTEM; AND PROVIDING AN EFFECTIVE DATE. it. Adopt a Resolution Authorizing Application to the Texas Forest Service for the Urban Forestry Partnership Grant for the $5,000 "NeighborWoods" Program Funding. RESOLUTION NO. 2235-11-03(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY MANAGER TO EXECUTE AGREEMENTS ASSOCIATED WITH THE "URBAN AND COMMUNITY FORESTRY PROGRAM" GRANT REQUEST COMMITTING SHARED COST OF THE ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 11, 2003 PAGE PROJECT AS DESCRIBED IN THE GRANT APPLICATION; AND PROVIDING AN EFFECTIVE DATE. 12. Award Bid for the Construction and Development of Stacy Ridge Park to SVA Construction in the Amount of $516,315.44 and Establish a Project Budget of $638,349.30. Council authorized the City Manager to execute a contract with SVA Construction in the amount of $516,315.44 for the construction and development of Stacy Ridge Park and establish a total project budget of $638,349.30. 13. Accept the Resignation from Ms. Sue Berry, Place No. 5 of the Keep Allen Beautiful Board and Declare a Vacancy. The motion carred. Re¢ular Aeenda. 14. Conduct a Public Hearing Regarding the Arts of Collin County Project. Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request to do so. Mr. Maher Maso, Councilmember, City of Frisco, provided an overview of the Arts Project The following individuals did not speak, but wished to express their support of the Arts Project. Cathryn McGregor, 525 Cameron Lane, Allen, Texas; Tracy Simone, 1312 Waterdown Drive, Allen, Texas; Jane Bennett, 1209 Lakewood Drive, Allen, Texas; Ross Bennett, 1209 Lakewood Drive, Allen, Texas; Jane Wilson, 1219 Ramforest Lane, Allen, Texas; Eleanore Turcotte, 109 Suncreek Drive, Allen, Texas; Rafaela Noble, 804 Squire Court, Allen, Texas; Betty Jamieson, 301 South Jupiter, Allen, Texas; David Sterling, 1514 High Country Lane, Allen, Texas; Judy Morrison, 811 W Concord Lane, Allen, Texas; and Sally Terrell, 611 Glen Rose, Allen, Texas Mr Wayne Armand, 600 Spring Willow, Allen, Texas, spoke in opposition of the project. He asked Council to bring the issue back before the voters. Mr. Doug Gallagher, 205 Glenwick Place, Allen, Texas, asked several questions regarding the Arts Project and asked Council to have a workshop discussing the Arts Project. Mr. Gnff Moore, 1425 Lone Star Court, Allen, Texas, presented a Resolution to the Allen City �» Council from the Allen Chamber of Commerce in support of the Arts Project LMs. Kathy Litmas, 306 Corona Drive, Allen, Texas, spoke in support of the project on behalf of the Allen Philharmonic Symphony ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 11, 2003 With no one else speaking, Mayor Terrell closed the public hearing. 15. Consider Making Appointments to Various City Boards. Items of Interest. The Allen City Council wished Happy Birthday to Councilmember Jeff McGregor. The Allen City Council congratulated the Lady Eagle's Volleyball Team and Allen Eagle High School Football Team on each winning their District Championship and wished them "good luck" as they compete for their State Championships. The Executive Session was not held. 18. Reconvene and Consider Action on Items Discussed during Executive Session.
