With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6'17 p.m. on Tuesday, October 12, 2004, in the Council Conference Room of the
Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Items discussed in the preceding

MOTION: Upon a motion made by Councdmember Stout and a second by Councdmember Obermeyer,
the Council voted six (6) for and none (0) opposed to approve and adopt the consent agenda
as follows
6. Approve Minutes of the September 28, 2004, Regular Meeting.
7. Motion to Cancel the December 28, 2004, City Council Meeting
8. Adopt an Ordinance Setting the Number of Alternate Members to the Board of Adjustment
and to Provide that the Sign Control Board shall consist of the Members of the Board of
Adjustment.

ORDINANCE NO. 2340-10-04: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE ALLEN LAND DEVELOPMENT
CODE, BY AMENDING ARTICLE 11, ADMINISTRATION, SECTION 2.02.10)(a) AND
SECTION 2 03.1 1 TO INCREASE THE NUMBER OF ALTERNATE MEMBERS TO THE
BOARD OF ADJUSTMENT AND TO PROVIDE THAT THE SIGN CONTROL BOARD SHALL
CONSIST OF THE MEMBERS OF THE BOARD OF ADJUSTMENT, PROVIDING A
SEVERABILITY CLAUSE, PROVIDING A REPEALING CLAUSE, PROVIDING A SAVINGS

9. Adopt an Ordinance Accepting Republication of the Code of Ordinances.
ORDINANCE NO. 2341-10-04: AN ORDINANCE OF THE CITY OF ALLEN, COLLIN
COUNTY. TEXAS, ADOPTING AND ENACTING A CODE OF ORDINANCES, 2004 EDITION;
PROVIDING FOR THE REPEAL OF CERTAIN ORDINANCES NOT INCLUDED THEREIN,
EXCEPT AS HEREAFTER SPECIFICALLY PROVIDED; PROVIDING FOR A PENALTY FOR
THE VIOLATION THEREOF; PROVIDING FOR THE MANNER OF AMENDING SUCH CODE,
PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
10. Adopt a Resolution Supporting a Feasibility Study for Funding Options for SH 121 Main

it. Adopt a Resolution Authorizing an Interlocal Agreement between the Cities of Allen, Frisco,
and Plano for Funding Services Related to the Arts of Collin County, Commission, Inc.
RESOLUTION NO. 2343-10-04(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN. COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN INTERLOCAL AGREEMENT BY AND AMONG THE CITY OF ALLEN, TEXAS, CITY OF
FRISCO, TEXAS, AND CITY OF PLANO. TEXAS, PERTAINING TO THE FUNDING OF
SERVICES RELATING TO THE ARTS OF COLLIN COUNTY COMMISSION, INC.,
AUTHORIZING THE CITY MANAGER TO EXECUTE THE AGREEMENT, APPROVING
NON -SUBSTANTIVE CHANGES IN DOCUMENTS: AND PROVIDING AN EFFECTIVE DATE.
12. Authorize Execution of an Agreement with the Veterans Memorial Foundation for the
Construction of a Monument at Bethany Lakes Park.
Council authorized the City Manager to execute the agreement
13. Authorize Execution of a Contract with Gevity H. R. Inc. for Temporary Personnel Services
for the Chase Oaks Golf Club.

14. Authorize Execution of a Change Order to the Existing Contract with Tiseo Paving Company
for Construction of the Allen Drive Phase II Project for an Amount not to exceed $518,209.60
and Reestablish the Project Budget at $682,000.
Council authorized the City Manager to execute the change order

15. Consider Appointments to the Board of Adjustment.
Councilmember Obermever nominated the following individuals as recommended by the Council
Nominating Committee to the designated places on the Board of Adjustment.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Stout,
the Council voted six (6) for and none (0) opposed that nominations cease and that the slate
of individuals previously nominated be appointed by acclamation to the designated places on
the Board of Adjustment The motion carried.

Councilmember Stout announced the Kiwanis annual golf tournament to be held on October 21,
2004.
MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Obermeyer,
the Council voted six (6) for and none (0) opposed to adjourn the regular session of the Allen
City Council at 7.39 p.m. on Tuesday, October 12, 2004. The motion carried.
