Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7,12 p.m. on Tuesday, November 23, 2004, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas Pledge of Allegiance Public Recoanition ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 23, 2004 Mayor Terrel I moved to Agenda Item 2. PAGE Briefing Regarding the `Texas Recycles Day' Event and Recognition of the Winners of the Student Recycling Art Contest. Mayor Terrell requested the government students at the meeting to approach the podium to ask one of the required questions for their class. One of the students asked "What is sales tax used forT' Council recognized Cub Scout Drew Hawley from Troop 225 in attendance as part of the requirements for earning citizenship and community merit badges. ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 23, 2004 PAGE 3 Consent Aeenda Councilmember Pacheco removed Item 4 from the Consent Agenda. MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to approve and adopt all remaining items on the consent agenda as follows: 3. Approve Minutes of the November 9, 2004, Regular Meeting. 5. Award Bid and Authorize Execution of a Contract with McMahon Contracting, L.P. for Construction of the Expansion of the Parking Lot for the Allen Police Station for an Amount not to exceed $204,534.50 and to Amend the Project Budget to $250,000. Council authorized the City Manager to execute the contract. 6. Award Bid and Authorize Execution of One -Year Contracts with the Option to Renew for Two One -Year Periods for Medical Supplies with Emergency Medical Supplies of Shepherdsville, KY; Bound Tree Medical LLC of Dublin, OH; Moore Medical Corporation of New Britain, CT; and Tri-Anim Health Services, Inc., of Sylmar, CA. Council authorized the City Manager to execute the contracts. 7. Authorize Execution of a Two -Year Contract with Sprint PCS to Provide Cellular Airtime Services and Equipment for the City of Allen, Subject to Annual Appropriations by the City Council. Council authorized the City Manager to execute the contract. 8. Authorize the City Manager to Expend Funds in an Amount not to exceed $555,524.81 with the Understanding that these Funds will be Reimbursed through the 2003 and 2004 Urban Area Security Initiative Grants; the 2004 State Homeland Security Program Grant; and the 2004 Law Enforcement Terrorism Prevention Program Grant. Council authorized the City Manager to expend the funds. 9. Authorize Execution of an Agreement with the Allen Parks Foundation and the City of Allen to Establish the Obligations of each Entity for the Purpose of Supporting the Activities, Programs and Facilities of the Parks and Recreation Department. Council authorized the City Manager to execute the agreement. 10. Authorize the Purchase of Vehicles for Various Departments through the Houston -Galveston �+ Area Council of Governments' Contractors with Philpott Motors for Ten Vehicles in the f■`IIS Amount of $226,990.54 and with Lawrence Marshall Chevrolet for Four Vehicles in the Amount of $92,245 for a Total Amount not to exceed $319,235.54. Council authorized the City Manager to purchase the vehicles. I ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 23, 2004 11. Receive the Summary of Property Tax Collections as of October 2004. 12. Receive the CIP (Capital Improvement Program) Status Report. The motion carried PAGE Adopt an Ordinance Approving a Request for Abandonment of Right -of -Way on Ferris Drive. Council requested staff provide an approximate value of the property to be abandoned along with a document from the adjoining property owner agreeing to accept the western portion of the right-of- way being requested to be abandoned and to replat their property upon approval of the abandonment by Council MOTION: Upon a motion made by Mayor Pro Tem Fulk and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to table consideration of this item. The motion carried. Reeular Aeenda 13. Conduct a Public Hearing Regarding the Annexation of Properly Located within the City of Allen's Extraterritorial Jurisdiction (ETJ) Located Generally in the 800 Block of Chaparral El Road, West of Cottonwood Creek Mr. Hoover informed Council that the City of Plano had withdrawn its request for de -annexation of this property, therefore no further action would be required. Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request to do so With no one speaking, Mayor Terrell closed the public hearing. 14. Consider Approval of a Detailed Site Plan for Angel Field East, 163 Acres Located South of West Bethany Drive and East of Bel Air Drive. MOTION: Upon a motion made by Mayor Pro Tem Full, and a second by Councilmember Stout, the Council voted seven (7) for and none (0) opposed to approve the Detailed Site Plan for Angel Field East, including the Wellness Center and the Townhomes. The motion carried. Other Business 15. Calendar November 25 and 26 —City Facilities Closed/Thanksgiving Holiday December 3 — Holiday Tree Lighting/Allen Civic Plata December 4 – Rudolph Run, Kiwanis Breakfast, and Craft Fair December 10 —Boards and Commissions Dinner/Hilton Garden Inn/6:30 p.m. ALLEN CITY COUNCIL REGULAR MEETING NOVEMBER 23, 2004 16. Items of Interest. PAGES Councilmember Pacheco commented favorably on the new website feature of video streaming. Executive Session The Executive Session was not held. 17. Reconvene and Consider Action on Items Discussed during Executive Session. Adiourn MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemay, the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City Council at 8:20 p.m. on Tuesday, November 23, 2004.
