Smith, City Attorney Workshop Session With a quorum of the Councilmembers present the Workshop Session of the Allen City Council was called to order by Mayor Terrell at 6:15 p.m. on Tuesday, February 22, 2005, in the Council Conference Room of the Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the preceding workshop included: • Update Regarding Landscaping along Exchange Parkway and Lost Creek Drive • Discussion Concerning Proposed Amendments to the Allen Land Development Code Regarding Sign Regulations, Open Storage, and Tree Planting in Single Family Developments and Amendments to the Code of Ordinances Regarding Property Maintenance, Nuisances and Solid Waste Ordinances With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7* 10 p in on Tuesday, February 22, 2005. Approve Minutes of the February 8.2005, Regular Meeting. Adopt a Resolution Endorsing the Cities Aggregation Power Project's Recommended Legislative Reforms be brought before the State Legislature in the Current Legislative Session. RESOLUTION NO. 2375-2-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ENDORSING CERTAIN LEGISLATIVE CHANGES TO SENATE BILL 7 SUPPORTED BY THE CITIES AGGREGATION POWER PROJECT, INC.; AND PROVIDING AN EFFECTIVE DATE. Adopt a Resolution Authorizing Execution of the First Modification to the Interlocal Agreement with the City of Plano for the Household Hazardous Waste (HHW) Recycling and Reuse Program. RESOLUTION NO. 2376-2-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY. TEXAS, TO APPROVE FIRST MODIFICATION OF INTERLOCAL AGREEMENT BETWEEN CITY OF PLANO, TEXAS, AND CITY OF ALLEN, TEXAS, FOR HOUSEHOLD HAZARDOUS WASTE RECYCLING AND REUSE PROGRAM: AUTHORIZING ITS EXECUTION BY THE CITY MANAGER: AND PROVIDING AN EFFECTIVE DATE. 7. Adopt a Resolution Amending Resolution No. 2291-5-04(R) to Correct a Scrivener's Error Related to the Charge per Month for Each Additional Recycle Poly Can. ALLEN CITY COUNCIL REGULAR MEETING FEBRUARY 22, 2005 PAGE RESOLUTION NO. 2377-2-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING RESOLUTION NO. 2291-5-04(R) AS HERETOFORE AMENDED, TO CORRECT SCRIVENER'S ERRORS RELATING TO THE FEES AND RATES FOR SOLID WASTE COLLECTION SERVICES; PROVIDING A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE, S. Authorize Execution of an Acknowledgement to the North Texas Municipal Water District (NTMWD) Agreeing to the Charges Associated with the New Regional Composting Program. Council authorized the City Manager to execute the acknowledgement. 9. Authorize Execution of a Multi -Year Lease for Golf and Turf Equipment for Chase Oaks Golf Course through the Texas Local Government Statewide Purchasing Cooperative (Buyboard) Authorized Vendor, Austin Turf and Tractor, for an Amount not to exceed $220,780.92. Council authorized the City Manager to execute the lease. 10. Authorize the Purchase of Two Tractors through the Texas Local Government Statewide Purchasing Cooperative (Buyboard) Authorized Vendor, Ag -Power, Inc., for an Amount not to exceed $48,139.50. it. Rejection of Bid for the Purchase of Two Solo Certified Law Enforcement Motorcycles and an Annual Contract for Preventive Maintenance. 12. Award Re -Bid and Authorize the Purchase of Two Solo Certified Law Enforcement Motorcycles from BMW of N. Dallas with an Annual Contract for Preventive Maintenance for an Amount not to exceed 537,996. 13. Receive Financial Report for the Period Ending January 31, 2005. 14. Receive Quarterly Investment Report for the Period Ending December 31, 2004. 15. Receive the CIP (Capital Improvement Program) Status Report. The motion carried. Reeular Aeenda 16. Calendar. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemay, the Council voted seven (7) for and none (0) opposed to adjourn the regular session of the Allen City Council at 7'27 p.m. on Tuesday.
