George, City Secretary Pete Smith, City Attorney Workshop Session With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to order by Mayor Terrell at 6:16 p.m. on Tuesday, October 25, 2005, in the Council Conference Room of the Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included: • Introduction of Ben Ferguson, Chair of the Parks and Recreation Board • Briefing Regarding Citywide Fee Survey • Discussion Regarding Naming of the Senior Citizens Recreation Facility With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:03 p.m. on Tuesday. Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to order by Mayor Terrell at 7:07 p.m. on Tuesday. October 25, 2005, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas. Pledffe of Alleffiance Public Recoenition Citizens' Comments. Presentation of the Local Texas Amateur Athletic Federation Athlete of the Year Awards to Ms. Alleigh Castillo for Track and Mr. Aaron Allen for Track. 3. Recognition of the Community Services Department and the Keep Allen Beautiful Board as the Recipients of Various Recycling and Environmental Awards. NCTCRA Environmental Vision Award for Community Volunteerism to the Keep Allen Beautiful Board and the City of Allen for the 2005 Great American Trash Off NCTCRA Marilyn May Award presented to Donna Kliewer, Waste Services Manager Recycling Alliance of Texas Outstanding Recycling Special Event Award presented to the Keep Allen Beautiful Board and the City of Allen for the April 2005 Great American Clean Up Recycling Alliance of Texas Linda B. Smith Memorial Award presented to Chief Deputy Constable Lonnie Simmons State Energy Conservation Office and Texas Energy Partnership Energy Conservation Award presented to the City of Allen for reducing electric consumption over 15% from the base -line year of 2001 4. Presentation of a Proclamation by the Office of the Mayor: • Presentation of a Proclamation to Representatives of the Keep Allen Beautiful Board Proclaiming November 5, 2005, as Allen Recycles Day 5. Briefing by Steve Massey, Director of Community Services, and Donna Kliewer, Waste Services Manager, Regarding the `Texas Recycles Day' Event. 6. Ben Ferguson, Chair of the Parks and Recreation Board, will Review the Parks and Recreation Board's Annual Report. MOTION: Upon a motion made by Councilmember Obermever and a second by Councilmember Bartlemay, the Council voted seven (7) for and none (0) opposed to approve and adopt the consent agenda as follows. 7. Approve Minutes of the October 6, 2005, TRIAD Meeting of the City Council, Allen Independent School District Board of Trustees, and the Chamber of Commerce Executive Committee. 8. Approve Minutes of the October 11, 2005, Regular Meeting. 9. Approve a Resolution Revising Certain Sections of the City Council Rules of Order and Procedure. RESOLUTION NO, 2450-10-0500: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, REVISING CERTAIN SECTIONS OF THE CITY COUNCIL RULES OF ORDER; AND PROVIDING FOR AN EFFECTIVE DATE. 10. Approve a Resolution Designating Investment Officers of the City of Allen. ALLEN CITY COUNCIL REGULAR MEETING OCTOBER 25, 2005 PAGE RESOLUTION NO. 2451-10-05(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DESIGNATING INVESTMENT OFFICERS OF THE CITY AND AUTHORIZING THESE INDIVIDUALS TO INVEST, TRANSFER, WITHDRAW, DEPOSIT, GIVE INSTRUCTIONS ON BEHALF OF THE ORGANIZATION, OR MANAGE FUNDS FOR THE CITY OF ALLEN: AND PROVIDING AN EFFECTIVE DATE. IL Approve a Resolution Amending the Authorized City Representatives to Perform TexPool (Texas Local Government Investment Pool) Transactions and Inquiries. RESOLUTION NO. 2452-10-05(RI: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AMENDING PRIOR DESIGNATIONS OF INVESTMENT OFFICERS OF THE CITY AND AUTHORIZING INDIVIDUALS TO INVEST, TRANSFER, WITHDRAW, DEPOSIT, GIVE INSTRUCTIONS ON BEHALF OF THE ORGANIZATION, OR MANAGE FUNDS FOR THE CITY OF ALLEN; AND PROVIDING AN EFFECTIVE DATE. 12. Authorize Execution of an Alternate Contract with Signature Towing, Inc. and a Secondary Contract for Big Bass Towing for Wrecker and Impound Services for the Allen Police Department with a Three-year Option to Renew under the Same Contract Terms and Conditions for Each Towing Company. Council authorized the City Manager to execute the contracts 13. Award Bid and Authorize Execution of a Contract with Republic Electric in the Amount of $144,060 for Maintenance of City -owned Streetlights with an Option of Two One-year Extensions. Council authorized the City Manager to execute the contract. 14. Receive the CIP (Capital Improvement Program) Status Report. 15. Receive the Summary of Properly Tax Collections as of September 2005. The motion carried. Reeular Aeenda 16. CONTINUED ITEM: Conduct a Public Hearing and Adopt an Ordinance Granting a Change in Zoning from AO Agriculture -Open Space to PD Planned Development No. 98 for R4 Residential, R5 Residential, TH Townhome, and CC Corridor Commercial Uses for 1643 Acres of Land Located North of West Exchange Parkway and West of Twin Creeks Drive. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember McGregor, the Council voted seven (7) for and none (0) opposed to remove this item from the table The motion carried Mayor Terrell closed the public hearing ALLEN CITY COUNCIL REGULAR MEETING OCTOBER 25, 2005 PAGE 4 MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Bartlemay, the Council voted seven (7) for and none opposed to accept the letter from the Applicant to withdraw the request. The motion carried 17. Conduct a Public Hearing and Adopt an Ordinance Amending the Allen Land Development Code Requiring Attached Garages in all Multi -family Developments. Mayor Terrell opened the public hearing and asked for anyone speaking either for or against the request to do so. With no one speaking, Mayor Terrell closed the public hearing. MOTION: Upon a motion made by Councilmember Bartlemay and a second by Councilmember Pacheco, the Council voted seven (7) for and none opposed to continue this item to the November 8, 2005, regular meeting. The motion carried. 18. Confirm City Council Board Liaison Appointments to Various City Boards and Commissions. As needed in the Council Chambers MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember Obermeyer, the Council voted seven (7) for and none opposed to confirm the appointments of the Allen City Councilmembers as Board Liaisons to City Boards and Commissions, as previously listed above. The motion carried. 19. Confirm City Council Appointments to the Finance/Audit Committee. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Obermeyer, the Council voted seven (7) for and none opposed to confirm the appointments of Councilmember Bartlemay and Councilmember Pacheco to the Finance/Audit Committee, as recommended by Mayor Terrell The motion carried. 20. Calendar. October 26-29 —Texas Municipal League (TML) Annual Conference/Grapevine, TX October 29 — Harvest Festival/Joe Farmer Recreation Center • November 12 — Re -Grand Opening of Chase Oaks Golf Course/10:00 a.m. • November 2425 —City Offices Closed/Thanksgiving Holidays 21. Items of Interest. Mayor Terrell reported on the spectacular launch of over 700 red, white, and blue balloons at the Red Ribbon Week celebration at Boyd Elementary. The Executive Session was not held. MOTION: Upon a motion made by Councilmember Stout and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adjourn the Regular Session of the Allen City Council at 8,00 p in on Tuesday, October 25, 2005.
