Vargas, City Manager Shelli Siemer, Assistant City Manager Shelley B George, City Secretary Pete Smith, City Attorney Call to Order and Announce a Quorum is Present With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called to order by Mayor Terrell at 7.00 p.m. on Tuesday, August 29, 2006, in the Council Chambers of the Allen City Hall, 305 Century Parkway, Allen, Texas, 1. Conduct a Public Hearing on the Proposed Budget for Fiscal Year 2006-2007 as Required by Article IV, Section 4.04 of the Allen City Charter. Mayor Terrell opened the Public Hearing and asked anyone wishing to speak for or against this item to do so at this time. Raymond Johnson, 740 Fairlawn Street, Allen, Texas, asked questions regarding the calculation of the TMRS, the funding of the SAFER Grant, funding of the two new fire stations, and the employee health insurance costs. With no one else speaking, Mayor Terrell closed the Public Hearing. Mayor Terrell announced that the City Council would vote on the proposed budget for Fiscal Year 2006-07 at 7:00 p.m. on September 12, 2006. 2. Conduct a Public Hearing on the Proposed Tax Rate. L Mayor Terrell opened the Public Hearing and asked anyone wishing to speak for or against this item to do so at this time. With no one speaking, Mavor Terrell closed the Public Hearing. ALLEN CITY COUNCIL SPECIAL CALLED MEETING AUGUST 29, 2006 PAGE MOTION: Upon a motion made by Councilmember Obermever and a second by Councilmember Stout, the Council voted seven (7) for and none (0) opposed to set the City Council meeting date of September 12, 2006, at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas, to vote on the proposed tax rate of $.558 per $100 of the certified appraised value for the Fiscal Year 2006-2007 budget. The motion carried. 3. Adopt a Resolution Supporting the Concept of Local Option Funding of Public Transit in the Region by Exempting an Amount Equal to the Locally Authorized Transit Sales Tax from the 2% Local Sales Tax Cap. RESOLUTION NO. 2549-8-06(R): A RESOLUTION OF THE CITY COUNCIL OF ALLEN, COLLIN COUNTY, TEXAS, ENDORSING THE "JOINT RECOMMENDATION FOR REGIONAL RAIL IN NORTH CENTRAL TEx4S AS APPROVED BY THE BOARDS OF DALLAS AREA RAPID TRANSIT (DART), DENTON COUNTY TRANSPORTATION AUTHORITY (DCTA) AND THE FORT WORTH TRANSPORTATION AUTHORITY (THE T) THAT SUPPORTS THE CONCEPT OF LOCAL OPTION FUNDING OF PUBLIC TRANSIT M THE REGION BY EXEMPTING AN AMOUNT EQUAL TO THE LOCALLY AUTHORIZED TRANSIT SALES TAX FROM THE 2% LOCAL SALES TAX CAP MOTION: Upon a motion by Mayor Pro Tem Bartlemay and a second by Councilmember Obermeyer, the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 2549-8-06(R), as previously captioned, in support of the Concept of Local Option Funding of Public Transit in the Region by exempting an amount equal to the locally authorized Transit Sales Tax from IF the 2% Local Sales Tax Cap. Councilmember Pacheco commented that the adoption of this Resolution does not increase taxes and noted that the City Council was lowering the tax rate for the fourteenth consecutive year. This Resolution allows the City of Allen to join a coalition requesting the Texas Legislature to allow us to hold an election asking the voters to consider devoting a portion of the sales tax revenues to fund transportation such as light rail. 4. Items of Interest. MOTION: Upon a motion made by Councilmember Stout and a second by Mayor Pro Tem Bartlemay, the Council voted seven (7) for and none (0) opposed to adjourn the Special Called Meeting of the Allen City Council at 7'26 p.m on Tuesday, August 29, 2006.
