MOTION: Upon a motion made by Councilmember Caplinger and a second by Councilmember
Obermeyer, Council voted six (6) for and none (0) opposed to adopt the consent agenda as
follows:
5. Approve Minutes of the October 23, 2007, Regular Meeting.
6. Approve Minutes of the October 29, 2007, TRIAD Meeting.
7. Motion to Cancel the December 25, 2007, City Council Meeting.
8. Adopt a Resolution Authorizing the Adoption of the Proposed Amendments to the
Rules of Order and Procedure.
RESOLUTION NO. 2673-11-07(R1: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, REVISING CERTAIN SECTIONS OF THE CITY
COUNCIL RULES OF ORDER, AND PROVIDING FOR AN EFFECTIVE DATE.
9. Adopt a Resolution Approving the Dedication of Right -of -Way by the Arts of Collin County
Commission, Inc. to the City of Allen for the Construction of Exchange Parkway and the
Extension of Ridgeview Drive
RESOLUTION NO. 267411-07tR1: A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY TEXAS, APPROVING THE CONVEYANCE OF A PORTION
OF LAND BY THE ARTS OF COLLIN COUNTY COMMISSION, INC. TO THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS TO CONSTRUCT AND MAINTAIN EXCHANGE
PARKWAY AND RIDGEVIEW DRIVE AND RELATED PUBLIC UTILITIES; PROVIDING A
SEVERABILITY CLAUSE, AND PROVIDING AN EFFECTIVE DATE.
10. Authorize the City Manager to Amend the Contract for Emergency Medical Services Billing
and Collection Services with Intermedix Technologies, Inc. to Add an Additional Product Unit
Consisting of a Tablet PC, Triptix Software and Associated Equipment for a New Ambulance
in the Allen Fire Department.
11. Authorize Execution of a Professional Services Agreement with BW2 Engineers, Inc. in the
Amount of $58,800 for the Design of the Six Cities Trail Segment between Greenville Avenue
and the Montgomery Farm Development.
12. Authorize the Execution of a Professional Services Contract with Teague Nall and Perkins, Inc.
for an Amount not to exceed $538,500 for the Design of Ridgeview Drive, from Custer Road to
Alma Drive, and Establish a Preliminary Project Budget of $682,752.
13. Authorize Execution of an Annual Contract with Southern Star Concrete, Inc. for an

Estimated Annual Expeditor¢ of $90,000 for the Purchase and Delivery of Redi-mix Concrete
with Four One-year Options to Renew.
14. Award Bid and Authorize Execution of a Contract with McMahon Contracting, L.P. in the
Amount of $462,109.40 for the Reconstruction of Allen Drive from Ola Lane to US 75 and
Amend the Project Budget to $575,000.
15. Award Bid and Authorize Execution of a Contract with Jim Bowman Construction Company
in the Amount of $285,569 for the Rehabilitation of Pavement on McDermott Drive from US 75
to Cottonwood Creek and Establish a Project Budget of $400,000.
16. Award Bid and Authorize Execution of a Contract with Jim Bowman Construction Company,
L.P. in the Amount of $33,750 for the Police Headquarters Monument Sign and Establish a
Project Budget of 537,125.
17. Authorize the Purchase of Seventeen New and Replacement Vehicles for the Allen Police
Department through the Houston Galveston Area Council of Governments (H -GAC) and the
Texas Multiple Award Schedule (TXMAS) Contractors: Philpott Motors for an Amount of
$188,881.31; Caldwell Country Chevrolet for an Amount of $36,574; Holiday Chevrolet for an
Amount of $28,972.81; and Dallas Dodge for an Amount of $120,805, for a Combined Total
Amount not to exceed $375,233.12.
18. Authorize the Purchase of a Toro Multi Pro 5700-D Diesel Powered Precision Spray Vehicle
through the Texas Local Government Statewide Purchasing Cooperative Authorized
Contractor, Professional Turf Products, for an Amount not to exceed $54,310.03.

19. Consider Making an Appointment to Fill a Vacancy in Place No. 5 on the Board of Adjustment.
No action was taken on this item.
20. Submission of Referendum Petition that Ordinance No. 2663-9-07 be Submitted to the Voters
of the City of Allen for Disapproval or Approval; Consideration of Repeal of Ordinance
No. 2663-9-07 and Calling of an Election.

The Allen City Council reconvened into regular session at 8:50 p.m. on Tuesday, November 13,
2007, in the Council Conference Room, 305 Century Parkway, Allen, Texas.
Mr. Smith recommended Council postpone action on Agenda Item 20 to the Regular Meeting of
December 11, 2007, to allow staff to compile a detailed factual explanation regarding this item from
the date of the original zoning application filed last year through now.

Council wished happy birthday to Mayor Pro Tem Stout, Councdmember McGregor and Mr. Vargas.
Council congratulated the Pachecos on celebrating their 20ih wedding anniversary and the Sedlaceks
on celebrating their 25th wedding anniversarv.
Council congratulated the Allen Eagles Varsity Football Team on making the playoffs.

Council voted six (6) for and none (0) opposed to adjourn the Regular Meeting of the Allen
