Workshop Session
With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:10 p.m. on Tuesday, November 27, 2007, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. Items discussed in the workshop included.

With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:08 p.m. on Tuesday, November 27, 2007, in the Council Chambers of the Allen

Christine Delph, 306 Roma Court, Allen, Texas, requested Council clarify the Animal Control
Ordinance regarding the time period in which a dog is to be removed from its home after ordered by
the court to be removed due to barking violations.
Mayor Terrell will Join with Major Anthony Baso of The Salvation Army to Officially Kickoff
the 2007 Red Kettle Season.
3. Recognition of Shaine Power, Youth Center Supervisor, Recipient of the 2007 Horizon Award
from the Texas Recreation and Park Society.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Caplinger, Council voted six (6) for and none (0) opposed to adopt the consent agenda as
follows
4. Approve Minutes of the November 13, 2007, Regular Meeting.
5. Adopt an Ordinac Authorizing the Modifications of Police Department General Orders 300 -
Discipline / Complaints Against Police Personnel, 1600 Career Development, 1700 Hiring /
Recruiting Process, and 3700 Promotional Requirements.
ORDINANCE NO. 2675-11-07: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE PERSONNEL POLICY FOR THE CITY
OF ALLEN POLICE DEPARTMENT: PROVIDING A REPEALING CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; AND PROVIDING FOR AN EFFECTIVE DATE.
6. Adopt a Resolution Approving the Notice of Intent and "Storm Water Management Program"
Authorizing the Submission to the Texas Commission of Environmental Quality for the Texas
Pollutant Discharge Elimination System Phase II MS4, General Permit TXR040000.
RESOLUTION NO. 2676-11-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE NOTICE OF INTENT AND
STORM WATER MANAGEMENT PROGRAM AND AUTHORIZING SUBMITTAL TO THE
TEXAS COMMISSION ON ENVIRONMENTAL QUALITY (TCEQ): AND PROVIDING FOR AN
EFFECTIVE DATE.
7. Adopt a Resolution that Authorizes the City Manager to Execute an Interlocal Agreement with
the City of Plano for the Construction of Alma Drive Improvements, from Rowlett Creek to
Tatum Drive.
RESOLUTION NO. 2677-11-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN
INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF PLANO, TEXAS, AND THE
CITY OF ALLEN, TEXAS, CONCERNING THE DESIGN AND CONSTRUCTION OF ALMA
DRIVE IMPROVEMENTS, AUTHORIZING ITS EXECUTION BY THE CITY MANAGER; AND
PROVIDING AN EFFECTIVE DATE

8. Authorize the City Manager to Accept the Awarded Amount of $45,611.50 from the Collin
County Parks and Open Space Funding Assistance Program and to Execute an Interlocal
Agreement with Collin County for the Purpose of Constructing Quality Parks and
Recreational Facilities.
RESOLUTION NO. 2678-11-07(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, HEREINAFTER REFERRED TO AS "APPLICANT;'
DESIGNATING CERTAIN OFFICIALS AS BEING RESPONSIBLE FOR, ACTING FOR, AND ON
BEHALF OF THE "APPLICANT' IN DEALING WITH COLLIN COUNTY, APPROVING THE
TERMS AND CONDITIONS OF THE INTERLOCAL FUNDING ASSISTANCE AGREEMENT,
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER; REPEALING ALL RESOLUTIONS
IN CONFLICT; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
9. Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement between
the City of Allen and the North Central Texas Council of Governments for Cooperative
Purchasing of Classified Advertising at Reduced Rates.
RESOLUTION NO. 2679-11-07(R): A RESOLUTION OF THE CITY _OLNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF AN
INTERLOCAL AGREEMENT BETWEEN THE CITY OF ALLEN, TEXAS, AND THE NORTH
CENTRAL TEXAS COUNCIL OF GOVERNMENTS FOR COOPERATIVE PURCHASING FOR
CLASSIFIED ADVERTISING; AND PROVIDING FORAN EFFECTIVE DATE.

Adopt a Resolution Authorizing the City Manager to Execute an Interlocal Agreement between

INTERLOCAL AGREEMENT BY AND BETWEEN THE CITY OF ALLEN, TEXAS, AND THE
NORTH CENTRAL TEXAS COUNCIL OF GOVERNMENTS TO PURCHASE ON-LINE
RECRUITING; AND PROVIDING FOR AN EFFECTIVE DATE.

Authorize the City Manager to Execute a Multi -Year Contract for Lease of Golf and Turf
Equipment for Chase Oaks Golf Course through a Texas Multiple Award Schedule Purchasing
Cooperative Authorized Vendor, Austin Turf and Tractor, for an Amount Not to Exceed
$138,181.44.

Approve the Amended and Restated Development Agreement between Coventry II
DDR/Trademark Montgomery Farm L.P., Montgomery Farm Garden District Ltd., Angel
Field Office Center, Ltd., and the City of Allen.

Approve the Amended and Restated Project Reimbursement Agreement between Coventry If

ORDINANCE NO. 2681-11-07: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, ADOPTING THE FINAL PROJECT AND FINANCING
PLAN FOR CITY OF ALLEN TAX INCREMENT FINANCING REINVESTMENT ZONE NO. 1;
PROVIDING A SEVERABILITY CLAUSE; ANL' TROVIDING AN EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember McGregor,
the Council voted six (6) for and none (0) opposed to adopt Ordinance No. 2681-11-07, as
previously captioned, adopting the Final Project and Financing Plan for Allen Tax Increment
Financing Reinvestment Zone No. 1. The motion carried.
