Items discussed in the workshop included: • Presentation and Discussion on Proposed Amendments to the Allen Land Development Code for Landscaping, Irrigation and Water Conservation • Briefing Regarding the Proposed Adoption of the 2006 International Codes with North Central Texas Council of Governments With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:09 p.m. on Tuesday, February 26, 2008. MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Sedlacek, Council voted six (6) for and none (0) opposed to adopt the consent agenda as follows, 5. Approve Minutes of the February 12, 2008, Regular Meeting. 6. Adopt an Ordinance Abandoning Right -of -Way Located on the South Side of East Main Street, East of Allen Heights Drive. ORDINANCE NO. 2703-2-08: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ABANDONING STREET RIGHT-OF-WAY KNOWN AS MAIN STREET AS DESCRIBED IN EXHIBIT "A" AND DEPICTED IN EXHIBIT `B," ATTACHED HERETO; RESERVING ALL EXISTING EASEMENT RIGHTS OF OTHERS, IF ANY, WHETHER APPARENT OR NON -APPARENT, AERIAL, SURFACE, UNDERGROUND OR OTHERWISE; PROVIDING FOR THE FURNISHING OF A CERTIFIED COPY OF THIS ORDINANCE FOR RECORDING IN THE REAL PROPERTY RECORDS OF COLLIN COUNTY, TEXAS, AS A QUITCLAIM DEED, PROVIDING FOR THE INDEMNIFICATION OF THE CITY OF ALLEN, TEXAS, AGAINST DAMAGES ARISING OUT OF THE ABANDONMENT, AUTHORIZING THE CITY MANAGER TO EXECUTE ANY DOCUMENTS NECESSARY TO COMPLETE ABANDONMENT; AND PROVIDING FOR AN EFFECTIVE DATE. 7. RESOLUTION NO. 2704-2-OS(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF THE ATTACHED INTERLOCAL COOPERATION AGREEMENT BY AND AMONG THE CITIES OF ALLEN. PLANO AND WYLIE FOR PARTICIPATION IN COMMUNICATIONS CONSULTING SERVICES FOR A RADIO SYSTEM REPLACEMENT/UPGRADE PROJECT, AUTHORIZING EXECUTION OF THE INTERLOCAL AGREEMENT BY THE CITY MANAGER; AND PROVIDING AN EFFECTIVE DATE. RESOLUTION NO. 2705-2-08(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, TO ACCEPT A GRANT FROM THE STATE OF TEXAS, OFFICE OF THE GOVERNOR, CRIMINAL JUSTICE DIVISION, PROVIDING FUNDING FOR FOUR SEGWAY PERSONAL TRANSPORTERS TO ENHANCE COMMUNITY ORIENTED POLICING, IF AWARDED. 9. Adopt a Resolution Granting Permission for Condemnation of Waterline and Temporary Construction Easement for the Construction of a 24 -inch Waterline along Custer Road. RESOLUTION NO. 2710-2-08(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DETERMINING THE NECESSITY FOR THE ACQUISITION OF WATERLINE EASEMENT AND TEMPORARY CONSTRUCTION EASEMENT FOR CUSTER ROAD WATERLINE AS DESCRIBED IN EXHIBIT "A,' ATTACHED HERETO, WITHIN THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, AUTHORIZING THE CITY ATTORNEY TO FILE PROCEEDINGS IN EMINENT DOMAIN TO ACQUIRE THE WATERLINE EASEMENT AND TEMPORARY CONSTRUCTION EASEMENT, AND PROVIDING FOR AN EFFECTIVE DATE. 14.
