George, City Secretary Peter G Smith, City Attorney labsmo Robyn Battle, Senior Administrative Assistant ICall to Order and Announce a Ouorum is Present With a quorum of the Councilmembers present, the Special Called Meeting of the Allen City Council was called to order by Mayor Pro Tem Stout at 2:00 p.m. on Tuesday, May 21, 2008, in the Council Chambers of the Allen City Hall, Allen Civic Plaza, 305 Century Parkway, Allen, Texas. Consider All Matters Incident and Related to the General and Special Elections Held on May 10, 2008 Canvass of Election Returns. City Secretary Shelley George reviewed for the City Council the election returns for the City Council General Election of the Mayor and Councilmember Place No. 2 and the Special Election for Councilmember Place No. 3. She distributed and reviewed handout materials including early voting totals, Election Day totals, and the combined Election Day totals. She also reviewed voting statistics including 41,738 registered voters and 3,372 total votes, which indicated a 8.1 % voter turnout. Votes cast by military overseas ballots (FPGA - Federal Post Card Application) and provisional ballots have been verified by the Early Voting Ballot Board and are included in the verified totals. Adopt a Resolution Declaring the Results of the General and Special Elections. RESOLUTION NO. 2733-5-08(R):A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, DECLARING THE RESULTS OF THE GENERAL AND SPECIAL ELECTION OF THE CITY OF ALLEN HELD MAY 10, 2008, FOR THE PURPOSE OF ELECTING THE MAYOR AND CITY COUNCILMEMBER FOR PLACE NO 2 AND PLACE NO. 3; AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion by Councilmember McGregor and a second by Councilmember Obenneyer, the Council voted four (4) for and none (0) opposed to approve Resolution No. 2733-5- 08(R), as previously captioned, declaring the results of the May 10, 2008, General and Special Elections. The motion carred. 3. Adopt a Resolution Ordering a General Runoff Election on June 14, 2008, and Authorizing Execution of a Contract with the Elections Administrator of Collin County to Provide election Services for the June 14, 2008, General Runoff Election. RESOLUTION NO.2734-5-08(RJ: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ALLEN, COLLIN COUNTY, TEXAS, ORDERING A RUNOFF ELECTION TO BE HELD ON JUNE 14, 2008, FOR THE PURPOSE OF ELECTING THE CITY COUNCILMEMBER FOR PLACE NO. 3; DESIGNATING LOCATION OF POLLING PLACE; ORDERING NOTICES OF ELECTION TO BE GIVEN AS PRESCRIBED BY LAW IN CONNECTION WITH SUCH ELECTION; AUTHORIZING EXECUTION OF ELECTION AGREEMENT, AND PROVIDING AN EFFECTIVE DATE. MOTION: Upon a motion by Councilmember Sedlacek and a second by Councilmember Obermeyer, the Council voted four (4) for and none (0) opposed to approve Resolution No. 2734-5-08(R), as previously captioned, entering the June 14, 2008, General Runoff election and authorizing the City Manager to enter into a contract with the Elections Administrator of Collin County to provide election services for the June 14, 2008, General Runoff Election. MOTION: Upon a motion by Councilmember Obermeyer and a second by Councilmember McGregor, the Council voted four (4) for and none (0) opposed to set June 24, 2008, as the date for the Canvass of the General Runoff Election The motion carried. Other Business Items of Interest. MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember Sedlacek, the Council voted four (4) for and none (0) opposed to adjourn the Special Called Meeting of the Allen City Council at 2:05 p.m on Tuesday, May 21, 2008.
