With a quonun of the Councrhnembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p.m on Tuesday, August 26, 2008, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas:
• Introduction of Lee Howard, President of the Allen Community Development Corporation
• Presentation by the Train Committee of the Allen Heritage Guild
• Briefing Regarding the Color and Material Selection for the Interior Finishes of the Allen Events
Center
The Workshop Session was recessed at 7:08 p.m.
The Workshop Session was reconvened at 8:00 p.m. in the Council Conference Room.
Council continued discussion on the following agenda item:
• Briefing Regarding the Color and Material Selection for the Interior Finishes of the Allen Events
Center
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
McGregor, the Council voted seven (7) for and none (0) opposed to adjourn the Workshop
Session of the Allen City Council at 8:21 p.m. on Tuesday, August 26, 2008. The motion
carried.

order by Mayor Terrell at 7:11 p.m. on Tuesday, August 26, 2008, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

1. Citizens' Comments.
Paul Konrad, 1202 Waterdown Drive, Allen, Texas, spoke regarding mass transit and reducmg the tax
rate.
2. Present a Plaque of Appreciation to a Former Member of the Allen Community Development
Corporation.

3. Recognition of the City of Allen Planning and Development Department as the Recipients of the
"Certificate of Achievement for Planning ErceUence" Award from the Texas Chapter of the
American Planning Association.
4. Lee Howard, President, Gave the Presentation of the Community Development Corporation
Annual Report.
MOTION: Upon a motion made by Councilmember McGregor and a second by Councilmember
Obenneyer, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows:
5. Approve Minutes of the August 12, 2008, Regular Meeting.
6. Approve Minutes of the August 8-10, 2008, FY 2008-09 City Council Budget Workshop.
7. Accept a Resignation and Declare a Vacancy on the Allen Community Development
Corporation.
8. Receive the Capital Improvement Program Status Report.
9. Receive the Summary of Property Tax Collections as of July 2008.
The motion carried.

10. Conduct a Public Hearing on the Budget as Required by Article IV, Section 4.04 of the Allen
City Charter.
Mayor Terrell opened the Public Hearing and asked for anyone speaking either for or against the
request to do so.
Glen Renfro, 606 Keith Drive, Allen, Texas, and Jimmy Moore, 202 Keith Drive, Allen, Texas, spoke
regarding the Allenwood neighborhood's request for a signal at the intersection of Cedar Drive and
McDermott Drive.
With no one else speaking, Mayor Terrell closed the Public Hearing.
Mayor Terrell announced the City Council will vote to adopt the FY 2008-09 Budget at the
September 9, 2008, City Council Meeting at 7:00 p.m. at Allen City Hall, 305 Century Parkway,
Allen, Texas.
11. Conduct a Public Hearing Regarding the Fiscal Year 2008-2009 City Tax Rate.
Mayor Terrell opened the Public Hearing and asked for anyone speaking either for or against the
request to do so.
With no one speaking, Mayor Terrell closed the Public Hearing.
1 MOTION: Upon a motion made by Councilmember Obenneyer and a second by Mayor Pro Tem Stout,
the Council voted seven (7) for and none (0) opposed to set the City Council meeting date of
September 9, 2008, at 7:00 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas, to
vote on the proposed tax rate of 55.6 cents per $100 of the certified appraised value for the
Fiscal Year 2008-2009 budget. The motion carried.
12. Items of Interest.
Council recognized Boy Scouts from Troops 296 and 285 in attendance as a requirement of earning
their Communications Badge.
Councilmember Obermeyer announced the anticipated birth of his grandson on September 2, 2008.
13. Calendar.
• September 1 - Labor Day - City Facilities Closed
• September 6 - Ms. Allen Senior Pageant
• September 6 - Are You Ready? Event, Central Fire Station
• October 27 - Allen Public Safety Fund Golf Tournament
Executive Session
The Executive Session was not held.
