Smith, City Attorney Teresa Warren, Public & Media Relations Officer Wes Pierson, Assistant to the City Manager Ogden "Bo" Bass, Director, Planning & Development John Baumgartner, Director, Engineering Kevin Hammeke, Director, Finance Brian Bristow, Assistant Director, Parks and Recreation Joanne Stoehr, Assistant Director, Finance Lee Battle, Assistant Director, Planning & Development Helen -Eve Liebman, Senior Planner Economic Development Corporation: Tim Wood, President Maxine Sweet, Vice President Carl Clemencich, Secretary/Treasurer Gary Caplinger, Councilmember Economic Development Staff: Robert Winningham, Executive Director Jennifer Grimm, Director of Business Development Daniel Bowman, Projects Manager Tracey Cline, Senior Administrative Assistant Call to Order and Announce a Quorum is Present With a quorum of the Members present, the Allen City Council Special Called Meeting with the Economic Development Corporation was called to order by Mayor Terrell, in conjunction with President Woods, at 5:44 p.m. on Tuesday, July 28, 2009, in the Council Conference Room at Allen City Hall, 305 Century Parkway, Allen, Texas. Discussion Regarding 121 Corridor and Ultimate Build -Out. (Land Use, Office, Retail, Corridor Commercial) Discussion was held on the 2002 Comprehensive Plan and the 2006 Future Land Use Plan Recommendation. The members also discussed the construction time line for SH 121 and Ridgeview Drive. 3. Update Regarding the Central Business District (CBD). Discussion was held regarding the potential for development in comparison to the Comprehensive Plan and the challenges and opportunities for development in the CBD. At this time 18-20% of the ALLEN CITY COUNCIL SPECIAL CALLED MEETING JULY 28, 2009 PAGE land in the CBD has been improved through public investment. Additional discussion was held regarding the possibility of the Economic Development Corporation designating a portion of its budget each year to fund CBD related activities. 4. Discussion of Transportation Projects and Potential Impact on 4A and 4B Corporations. (Criteria Changed for Sales Tax Monies to be Used for Transportation Projects; Job Access Reverse Commute (JARC) Grant) Discussion was held regarding the application made for the Job Access Reverse Commute Grant. The members discussed the route and implementation process, if the grant is awarded to the City of Allen. Additional discussion was held regarding changes made by the 80" and 81" Texas Legislatures on the use of 4A/4B sales tax funding relating to transportation projects. 5. Discussion Regarding Work Force, Training Issues, and the Allen Economic Development Corporation's Partnership with the Allen Independent School District. No discussion was held on this item. 6. Items of Interest. [Council and Commission announcements regarding local civic and charitable events, meetings, fundraisers, and awards.] There were no items of interest. 7. Adjournment.
