With a quorum of the Counedmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:18 p.m. on Tuesday, October 27, 2009, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas, to discuss the following items:
• Introduction of Tim Wood, President of the Allen Economic Development Corporation
• Discussion of Renovations or Relocation of the Public Safety Communications Center
• Briefing Regarding Trademark's Signage Plan for Watters Creek
• Committee Updates from City Council Liaisons
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 7:06 p.m. on
Tuesday, October 27, 2009.

October 2009 as Code Compliance Month.
• Presentation of a Proclamation to The Honorable Linda Hopper and the Staff of Municipal
Court Proclaiming November 2-6, 2009 as Municipal Court IYeek.
Presentation of the Allen Economic Development Corporation's Annual Report by Elizabeth
Morris, Chief Economist/CEO of Insight Research Corporation.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Sedlacek, the Council voted six (6) for and none (0) opposed to adopt the items on the
Consent Agenda as follows:
Approve Minutes of the October 13, 2009, Regular Meeting.
5. Adopt an Ordinance Amending the Code of Ordinances by Amending Chapter 11, 'Parks and
Recreation', Article IV, 'Public Events', to Establish Regulations for Public Events by
Prohibiting Ticket Scalping.
ORDINANCE NO. 2865-10-09: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 11, PARKS AND RECREATION ARTICLE IV, PUBLIC EVENTS TO
ESTABLISH REGULATIONS FOR PUBLIC EVENTS; BY PROHIBITING TICKET SCALPING;
PROVIDING A REPEALING CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING A
SEVERABILITY CLAUSE; PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE
SUM OF FIVE HUNDRED DOLLARS ($500) FOR EACH OFFENSE; AND PROVIDING FOR
AN EFFECTIVE DATE.
Adopt an Ordinance Amending the Code of Ordinances, Chapter 9, 'Motor Vehicles and Traffic',

ORDINANCE NO. 2866-10-09: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING THE TABLE IN CHAPTER 9, "MOTOR VEHICLES AND TRAFFIC," ARTICLE V,
"OPERATION OF VEHICLES," DIVISION 2, "SPEED REGULATIONS," SECTION 9-135(a), TO
AMEND THE MAXIMUM PRIMA FACIE SPEED LIMIT FOR THE RIDGEVIEW DRIVE AND
ALLEN STATION PARKWAY WITHIN THE CORPORATE LIMITS OF THE CITY OF ALLEN;
PROVIDING FOR A REPEALING CLAUSE; PROVIDING A SEVERABILITY CLAUSE;
PROVIDING FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO HUNDRED

AMENDING CHAPTER 3 "ANIMALS AND FOWL" ARTICLE I "IN GENERAL"; PROVIDING
DEFINITIONS; PROVIDING REGULATIONS FOR DOGS AT LARGE, DISPOSITION OF
ANIMALS AND REQUIRING MICROCHIPS FOR CERTAIN ANIMALS, PROVIDING
REGULATIONS PROHIBITING ANIMAL FIGHTS; PROVIDING A REPEALING CLAUSE;
PROVIDING A SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING
FOR A PENALTY OF FINE NOT TO EXCEED THE SUM OF TWO THOUSAND DOLLARS

Adopt a Resolution Authorizing Execution of an Interlocal Agreement by and between Collin
County and the City of Allen for Funding of Library Services for an Amount of $35,839.95.
RESOLUTION NO. 2868-10-09(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING THE TERMS AND CONDITIONS OF
AN INTER- LOCAL COOPERATION AGREEMENT BY AND BETWEEN THE CITY OF
ALLEN AND COUNTY OF COLLIN, TEXAS, FOR THE FUNDING OF LIBRARY SERVICES,
AUTHORIZING ITS EXECUTION BY THE CITY MANAGER OR DESIGNEE; AND
PROVIDING AN EFFECTIVE DATE.
9. Adopt a Resolution Amending the Library Board's By -Laws to Facilitate Bi -monthly Meetings
as Recommended by the Library Board.
RESOLUTION NO. 2869-10-09(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, APPROVING AN AMENDMENT TO THE BYLAWS
OF THE ALLEN PUBLIC LIBRARY BOARD, PROVIDING A REPEALING CLAUSE; AND
PROVIDING AN EFFECTIVE DATE.
10. Authorize the City Manager to Execute Contracts with United Healthcare (UHC) to Serve as a
Third -Party Administrator and Stop -Loss Insurance Carrier; The Standard to Provide
Life/Accidental Death & Dismemberment (AD&D), Short -Term Disability, Long -Term
Disability, and Voluntary Life Insurance; Leggette for Section 125 Administration; and
Alliance Work Partners to Provide Employee Assistance Program Services.
11. Award Bid and Authorize the City Manager to Execute a Contract with JDC Construction Co.
for the Construction of Walden Park Improvements for an Amount Not to Exceed $63,747 and
Establish a Project Budget of $71,121.
12. Award Bid and Authorize the City Manager to Execute a One-year Contract with DEW
Building Maintenance LLC to Provide Custodial Services for Various Parks and Recreation
Facilities for an Estimated Annual Expenditure of $153,744 with Two One-year Options to
Renew.
13. Award Bid and Authorize the City Manager to Execute One-year Multiple Award Contracts
with Goodyear Tire and Rubber Company, Plano Tire Company, and Southern Tire Mart for
the Purchase and Installation of Tires for Fleet Vehicles in the Estimated Annual Expenditure
of $60,000 with Two One-year Renewal Options.
14. Receive the Summary of Property Tax Collections as of September 2009.

EFFECTIVE DATE
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Mayor Pro Tem Stout, the
Council voted seven (7) for and none (0) opposed to adopt Resolution No. 2870-10-09(R), as
previously captioned, amending Permit Fees for Landscape Irrigation Systems. The motion
carried.
17. Adopt a Resolution Amending the Fee Schedule for Animal Control Services Including
Adoption Fees and Microchip Procedure Fees.
RESOLUTION NO. 2871-10-09(R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE FEE SCHEDULE FOR ANIMAL
CONTROL CHARGES; PROVIDING FOR A REPEALING CLAUSE; AND PROVIDING FOR AN
EFFECTIVE DATE.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Obermeyer,
the Council voted seven (7) for and none (0) opposed to adopt Resolution No. 2871-10-
09(R), as previously captioned, amending the Fee Schedule for Animal Control Services
including Adoption Fees and Microchip Procedure Fees. The motion carried.

Council commended Boy Scout Troop 444 in attendance as a requirement towards earning the
Communication Merit Badge.
