With a quorum of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:16 p.m. on Tuesday, November 10, 2009, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas, to discuss the following items:
• Introduction of Lon Braselton, Chair of the Animal Shelter Advisory Committee
• Briefing Regarding an Interlocal Agreement with the Allen Independent School District for Funding
and Joint Use of an Athletic Field
• Committee Updates from City Council Liaison
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6'36 p.m. on
Tuesday, November 10, 2009

order by Mayor Terrell at 7:02 p.m on Tuesday, November 10, 2009, in the Council Chambers of the Allen
City Hall, 305 Century Parkway, Allen, Texas.

1. Citizens' Comments.

Gordon Wright, 117 Worchester Lane, Allen, Texas, expressed appreciation to the City of Allen for
assisting the members of The Church of Jesus Christ of Latter -Day Saints in exceeding their goal of
donating over 2,500 hours of service to the Allen community as part of their church's 25" anniversary
celebration.
John Kostel, 1907 Landridge Drive, Allen, Texas, requested Council consider an amendment to
suspend Section 8.5 of the Water Conservation and Drought Contingency and Water Emergency
Response Plan.
2. Recognition of the Texas Amateur Athletic Federation (TAAF) Local Athletes of the Year.
Local TAAF Female Athlete of the Year: Jennifer Long, swimming
Local TAAF Male Athlete of the Year Austin Kruzich, track
3. Recognition of the Public and Media Relations Office for a Series of Awards from the Texas
Association of Telecommunications Officers and Advisors (TATOA), National Association of
Telecommunications Officers and Advisors (NATOA), and the Lone Star Emmy.
4. Recognition of the Allen Police Department for Receipt of Teras Law Enforcement Best
Practices Accreditation.
5. Presentation of Annual Report by Lon Braselton, Chair of the Animal Shelter Advisory
Committee.
Consent Agenda
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councdmember
Herald, the Council voted seven (7) for and none (0) opposed to adopt the items on the
Consent Agenda as follows.
6. Approve Minutes of the October 27, 2009, Regular Meeting.
7. Authorize the City Manager to Purchase a Mobile Intensive Care Unit (MICU) for the Allen
Fire Department through the Houston -Galveston Area Council of Governments with
Associated Equipment Purchased Separately for a Price Not to Exceed $157,000.
8. Authorize the City Manager to Execute a Contract Amendment with TriTech Software
Systems to Supply Professional Services for GIS Data Correction and Accuracy in the Amount
of $124,000.
9. Award Bid and Authorize the City Manager to Execute a Contract with JRJ Paving in the
Amount of $1,198,072.48 for Construction Services for the Chelsea Boulevard and Commerce
Parkway Project, and Amend the Project Budget to $1,494,475.
10. Motion to Approve an Agreement Between the City of Allen and Coventry II DDR / Trademark
Montgomery Farm L.P. Governing the Public and City Use of the Garden District Parks.
11. Motion to Cancel the December 22, 2009, City Council Meeting.

• November 14 — Unveiling Ceremony of Public Art Sculpture and Library Donor Wall, Allen
Public Library Courtyard: Library Board Reception at 9:30 a.m. followed by the Unveiling
Ceremony at 10:30 a.m
13. Items of Interest.
• Council recognized Boy Scouts from Troops 334 and 817 in attendance as a requirement towards
earning a Communication Merit Badge and Citizenship in the Community Merit Badge
• Council wished a happy birthday to Councilmember McGregor and Mayor Pro Tem Stout.
• Allen Eagles High School Football Team plays for Bi -District Championship on November 14.
• Allen Americans play in Colorado Eagles on November 14 and 15.
Executive Session
The Executive Session was not held.
14. Reconvene and Consider Action on Items Discussed during Executive Session.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember McGregor,
the Council voted seven (7) for and none (0) opposed to adjourn the Regular Meeting of the
Allen City Council at 7,44 p.m. on Tuesday, November 10, 2009 The motion carried.
