Workshop Session
With a quomm of the Councilmembers present, the Workshop Session of the Allen City Council was called to
order by Mayor Terrell at 6:20 p.m on Tuesday, August 10, 2010, in the Council Conference Room of the
Allen City Hall, 305 Century Parkway, Allen, Texas. The following items were discussed:
• Introduction of Jane Bennett, Chair of the Public Art Committee
• Demonstration of AerialSpins/INITinteractive Tour Technology
With no further discussion, the Workshop Session of the Allen City Council was adjourned at 6'59 p m. on
Tuesday, August 10, 2010.
Call to Order and Announce a Quorum is Present
With a quorum of the Councilmembers present, the Regular Meeting of the Allen City Council was called to
order by Mayor Terrell at 7:05 p m. on Tuesday, August 10, 2010, in the Council Chambers of the Allen City
Hall, 305 Century Parkway, Allen, Texas.

EMayor Terrell removed Agenda Item 7 from the Consent Agenda. No action was taken on this item.
7. Authorize the City Manager to Execute a Contract with AerialSpins/INITinteractive
Technology for the INITinteractive Project in the Amount of $60,000.
MOTION: Upon a motion made by Councilmember Obermeyer and a second by Councilmember
Herald, the Council voted six (6) for and none (0) opposed to adopt the remaining items on
the Consent Agenda as follows
3. Approve Minutes of the July 27, 2010, Regular Meeting.
4. Adopt an Ordinance Amending the Code of Ordinances by Amending Chapter 8 "License and
Business Regulations," by Amending Article III, Regulations Governing Itinerant Merchants,
Peddlers and Solicitors.
ORDINANCE NO. 2938-8-10: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
ALLEN, COLLIN COUNTY, TEXAS, AMENDING THE CODE OF ORDINANCES BY
AMENDING CHAPTER 8 "LICENSES AND BUSINESS REGULATIONS," BY AMENDING
ARTICLE III BY AMENDING THE REGULATIONS GOVERNING ITINERANT MERCHANTS,
PEDDLERS AND SOLICITORS, PROVIDING A REPEALING CLAUSE, PROVIDING A
SEVERABILITY CLAUSE; PROVIDING A SAVINGS CLAUSE; PROVIDING FOR A
PENALTY OF FINE NOT TO EXCEED THE SUM OF FIVE HUNDRED DOLLARS ($500) FOR
EACH OFFENSE, AND PROVIDING FOR AN EFFECTIVE DATE.
5. Authorize the City Manager to Approve the Purchase and Installation of the FuelMaster AIM2
Fuel Control and Accounting System from Excell Fueling Systems, Inc. for the Municipal Fleet
in the Amount of $91,220.50.
6. Authorize the City Manager to Execute a Contract with Myklebust+Sears in the Amount of
$200,000 for the Commissioning of Artwork at the Allen City Hall and Establish a Project
Budget of $250,000.
8. Receive Investment Report for the Period Ending June 30, 2010.
9. Receive Financial Report for the Period Ending June 30, 2010.
The motion carried.

10. Conduct a Public Hearing on the Budget as Required by Article IV, Section 4.04 of the Allen
City Charter.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time
With no one speaking, Mayor Terrell closed the public hearing.
Mayor Terrell announced that the City Council will vote on the budget at the September 14, 2010,
City Council meeting at 7:00 PM at Allen City Hall, 305 Century Parkway, Allen, Texas.

11. Conduct a Public Hearing Regarding the Fiscal Year 2010-2011 City Tax Rate.
Mayor Terrell opened the public hearing and asked anyone wishing to speak for or against this item to
do so at this time.
With no one speaking, Mayor Terrell closed the public hearing.
MOTION: Upon a motion made by Mayor Pro Tem Stout and a second by Councilmember Obermeyer,
the Council voted six (6) for and none (0) opposed to set the City Council meeting date of
September 14, 2010, at 7 p.m. at Allen City Hall, 305 Century Parkway, Allen, Texas, to vote
on the proposed tax rate of 55.5 cents per $100 of the certified appraised value for the Fiscal
Year 2010-2011 budget. The motion carried.
12. Approve a Resolution Establishing a Fee Schedule for Solicitor Applications and Identification
Card Processing for Each Applicant.
RESOLUTION NO. 2939-8-101R): A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ALLEN, COLLIN COUNTY, TEXAS, ESTABLISHING A FEE SCHEDULE FOR
SOLICITOR APPLICATIONS AND IDENTIFICATION CARD PROCESSING FOR EACH
APPLICANT, PROVIDING A REPEALING CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
MOTION: Upon a motion made by Councilmember Sedlacek and a second by Councilmember
Caplinger, the Council voted six (6) for and none (0) opposed to approve Resolution No.
2939-8-10(R), as previously captioned, establishing a fee schedule for Solicitor Applications
and Identification Card Processing for each applicant. The motion carried.

• August 24 - 2nd Public Hearing regarding FY 2010-11 City Budget
• August 24 - 2nd Public Hearing regarding FY 2010-11 City Tax Rate
14. Items of Interest.
Council recognized Boy Scouts from Troop Nos. 79, 334, and 630 in attendance as a requirement for
earning a merit badge in either citizenship in the community or communications.
Council encouraged those interested in volunteering with The Texas Stampede to visit their website
The first volunteer training is being held the week of August 16"
Council wished Councilmember Obenneyer an early happy birthday.
Executive Session
The Executive Session was not held.
